Full Journal pdf2017-02-08 Senate Journal Page 0195 SENATE JOURNAL ALASKA STATE LEGISLATURE THIRTIETH LEGISLATURE FIRST SESSION Juneau, Alaska Wednesday February 8, 2017 Twenty-third Day Pursuant to adjournment the Senate was called to order by President Kelly at 10:46 a.m. The roll showed twenty members present. The prayer was offered by the Chaplain, Sister Marie Lucek, Cathedral of the Nativity of the Blessed Virgin Mary. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Sing to the Lord a new song; sing to the Lord, all the earth. Sing to the Lord, bless his name; announce his salvation day after day. O God, I begin this day in praise of you. A day with sunshine and beauty is energizing and a gift from you. O God, I ask that you give each person here the ability to keep their focus on the big picture. Give each of them an unquenchable desire to make a difference for good. Sometimes this means frustrating moments and difficult negotiations. When those times come, I ask you, O God, to guide them so their words will be effective in reaching good decisions together that will benefit the residents of Alaska. O God, I know that with your grace all things are possible. I ask that you hear this prayer in the name of Jesus Christ, redeemer and brother. Amen. Senator Meyer led the Senate in the Pledge of Allegiance. 2017-02-08 Senate Journal Page 0196 Certification Senator Micciche moved and asked unanimous consent that the journals for the twenty-first and twenty-second legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Communications Report from the Commissioner of the Department of Administration dated January 17 was received stating the monetary terms of the July 1, 2016 to June 30, 2018 collective bargaining agreement reached with the Alaska Public Employees Association - Supervisory Unit in accordance with AS 23.40.215. President Kelly referred the report to the Finance Committee. The following reports are on file in the Office of the Secretary of the Senate: Alaska Court System 2016 Travel and Compensation Report Supreme Court Justices, Appellate Court Judges and Administrative Director in accordance with AS 22.20.037 Department of Labor and Workforce Development Alaska Technical and Vocational Education Program Fiscal Year 2016 Report in accordance with AS 23.15.835 Southeast Regional Resource Center (SERRC) 2016 Annual Report Recess Senator Micciche moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:53 a.m. 2017-02-08 Senate Journal Page 0197 After Recess Joint Session in the House Speaker Edgmon called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Kelly, who called the Joint Session to order at 11:05 a.m. The purpose of the Joint Session was to hear an address by the Honorable Craig Stowers, Chief Justice of the Alaska Supreme Court. Senator Micciche moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Tuck moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Kelly appointed Representative Fansler and Senator Costello to escort Chief Justice Stowers to the Joint Session. The Senate Sergeant-at-Arms, Grace Ellsworth, announced Chief Justice Stowers' entrance to the House Chamber. Chief Justice Stowers was escorted to the rostrum and welcomed by President Kelly. Chief Justice Stowers delivered his address. This address appears in House and Senate Joint Journal Supplement No. 3. Following his address, the Chief Justice received a standing ovation and was escorted from the chamber by Senator Costello and Representative Fansler. Senator Micciche moved and asked unanimous consent that the Joint Session stand in adjournment.
