Senator Wilson, Chair, moved and asked unanimous consent for the adoption of the Health and Social Services Committee Substitute offered on page 2409. Senator Gardner objected, then withdrew her objection. There being no further objection, CS FOR SENATE BILL NO. 193(HSS) was adopted. Senator Bishop, Vice Chair, moved and asked unanimous consent the Finance Committee Letter of Intent offered on page 2926 be adopted as a Senate Letter of Intent. AS 23.15.580(a) is amended to read: (a) As the lead state planning and coordinating entity, the Alaska Workforce Investment Board has responsibility, to the extent authorized by federal and state law, for planning and coordinating federal, state, and local efforts in human resource programs in this state related to employment training, including the work activities of the Alaska temporary assistance program under AS 47.27 and the medical assistance program under AS 47.07. * Sec. 2. AS 23.15.580(f) is amended to read: (f) The following training programs are subject to the provisions of (d) and (e) of this section: (1) in the Department of Labor and Workforce Development or operated by the department: (A) programs under 29 U.S.C. 2801 - 2945 (Workforce Investment Act of 1998), assisting communities in moving toward a self-sustainable economy and providing training; (B) the state training and employment program under AS 23.15.620 - 23.15.660; (C) employment-related adult basic education; (D) employment training services operated as part of the Alaska temporary assistance program (ATAP); (E) unemployment insurance grants provided under the federal training relocation assistance program; (F) Alaska works programs, assisting with the welfare-to-work program; (G) Kotzebue Technical Center; (H) Alaska Vocational Technical Center; (I) career and educational training programs for recipients of medical assistance under AS 47.05.270 and AS 47.07.036; (2) in the Department of Education and Early 2018-05-03 Senate Journal Page 2949 Development or operated by the department, the non-public- school portions of the (A) vocational education and technical preparation program; and (B) Alaska Career Information System." (j) Notwithstanding AS 39.25.110, (h) of this section applies to employment in the exempt service of the state except employment of (1) a justice, judge, or magistrate; (2) the governor or lieutenant governor; (3) a member of the legislature; (4) a person appointed under art. III, sec. 25, or art. III, sec. 26, Constitution of the State of Alaska. (k) The requirements under (i) and (j) of this section may not be interpreted to amend the terms of a collective bargaining agreement." Senator Wielechowski moved for the adoption of Amendment No. 9.
