SENATE BILL NO. 189 BY SENATOR MICCICHE, entitled:                                                                              
                                                                                                                                
     "An Act relating to the renewal of a license involving                                                                     
     alcoholic beverages; relating to the renewal and transfer of                                                               
     ownership of a beverage dispensary license or restaurant or                                                                
     eating place license; and relating to issuance of an outdoor
