Full Journal pdf2017-06-23 House Journal Page 1693 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTIETH LEGISLATURE SECOND SPECIAL SESSION Juneau, Alaska Friday June 23, 2017 Eighth Day Pursuant to adjournment the House was called to order by Speaker Edgmon at 10:02 a.m. The following members were present for the technical session: Representatives Edgmon, Drummond, Eastman, Foster, Gara, Grenn, Guttenberg, Kawasaki, Kito, Millett, Ortiz, Parish, Rauscher, Saddler, Sullivan-Leonard, Talerico, Tilton, Tuck, and Wilson. MESSAGES FROM THE GOVERNOR The following Governor's second supplemental proclamation dated June 22 was read: "Under the authority of Article II, Section 9, and Article III, Section 17, Constitution of the State of Alaska, and in the public interest, I am supplementing my proclamation of June 16, 2017, calling the Thirtieth Legislature of the State of Alaska into its second special session at Juneau, Alaska, on June 16, 2017, with the addition of the following bill: 1. SCS CSHB 111(FIN) - credits against the oil and gas production tax. This proclamation supplements my proclamation of June 16, 2017. 2017-06-23 House Journal Page 1694 Dated this 22 day of June, 2017 Time: 11:17 p.m. /s/ Bill Walker Governor" MESSAGES FROM THE SENATE HB 57 A message dated June 22 was read stating the Senate waived Uniform Rules 42(a) and 42(b) concerning the conference committee report on HB 57. The President then granted powers of free conference to the Senate conferees considering: CSHB 57(FIN) am(brf sup maj fld)(efd fld) and SCS CSHB 57(FIN) am S on the following specific points: "1) Appropriations to the public education fund; 2) Supplemental appropriations previously contained in SB 23; 3) Approval of bargaining agreements for certain University of Alaska Employees; 4) Appropriations from the Community Quota Entity Revolving Loan Fund; 5) Fiscal notes included as Section 2 of HB 57." Ultimately, the Senate adopted the report of the Conference Committee with powers of free conference on the specific points enumerated above, thus adopting: CONFERENCE CS FOR HOUSE BILL NO. 57 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; making supplemental appropriations and reappropriations; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." ADJOURNMENT Representative Tuck moved and asked unanimous consent that the House adjourn until 10:00 a.m., June 27 for a technical session.
