An instrumental invocation was offered by the Chaplain, Representative Claman with Representative Kreiss-Tomkins. Representative Westlake moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. I would note as part of the invocation to remember our colleagues in Virginia and the events of this morning. There being no objection, it was so ordered. 2017-06-14 House Journal Page 1596 MESSAGES FROM THE GOVERNOR SB 100 A message dated June 12 was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: HOUSE CS FOR SENATE BILL NO. 100(RLS) "An Act relating to municipal liens; relating to service areas in second class boroughs; relating to a municipal tax exemption or deferral for economic development property; relating to a municipal tax exemption for a fire protection system; and providing for an effective date." Chapter No. 9, SLA 2017 Effective Date: June 13, 2017 MESSAGES FROM THE SENATE HB 59 A message dated June 13 was read stating the Senate waived Uniform Rules 42(a) and 42(b) concerning the conference committee report on HB 59. The President then granted powers of free conference to the Senate conferees considering CSHB 59(FIN) and SCS CSHB 59(FIN) on the following specific points: "Including amendment funding in for the recidivism reduction fund, and approval of the collective bargaining agreements for certain UAA employees provided for in CCS HB 59, 30-GH1856/N." Ultimately, the Senate adopted the report of the Conference Committee with limited powers of free conference and powers of free conference on the specific points enumerated above, thus adopting: CONFERENCE CS FOR HOUSE BILL NO. 59 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date."
