The invocation was offered by the Chaplain, (Major) Kirk Thorsteinson of the Alaska Army National Guard. Representative Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Good morning House of Representatives! As a full-time employee of the Division of Personnel and Labor Relations it is also a privilege to be here on behalf of Sheldon Fisher, Commissioner of Alaska's Department of Administration. Let us pray. Lord God, I invite your presence with us today on hump day and what is hopefully one day closer to accomplishing some missions and getting some much needed rest and recuperation. I ask that you bless these representatives and allow their time conducting business to be profitable and conducted in a spirit of unity despite at times having differences of opinion. May representatives across our nation look to the teamwork demonstrated here and say with pride, "North to the Future!" Peaceful God, if there has been "Betrayal at House on the Hill," please work in the lives of those present to offer 2017-02-01 House Journal Page 0140 apologies and forgiveness, to consider reconciliation, restoration, and restitution, and create an atmosphere of assertive honesty for the benefit of all Alaskans. For just as Captain Kara Thrace said in the reimaged Battlestar Gallactica, "We're all friendlies. So let's just…be friendly!" Everlasting God, help all present today choose behavior that honors the virtues this House values, so at the end of the day they can say, "our house, is a very, very, very fine house!" Amen. The Pledge of Allegiance was led by Representative Foster. CERTIFICATION OF THE JOURNAL Representative Tuck moved and asked unanimous consent that the journal for the 14th and 15th legislative days and Senate and House Joint Journal Supplement No. 2 be approved as certified by the Chief Clerk. The Governor's transmittal letter dated January 30 follows: "Dear Speaker Edgmon: Under the authority of Article III, Section 18 of the Alaska Constitution, I am transmitting a bill relating to supplemental appropriations for the State's operating and capital budgets for Fiscal Year 2017 (FY 2017). A limited number of requests that were not anticipated when the FY 2017 budget was considered during the 2016 legislative session is being submitted for your consideration. Medicaid, Corrections Physical Health Care, a settlement between the Department of Transportation and Public Facilities and the U.S. Environmental Protection Agency, constitute the largest portion of the supplemental request. A request for a health insurance rate increase proposed but not funded last year is also included. As anticipated, and in spite of cost savings measures, the plan experienced health care and pharmaceutical cost increases as similar to those experienced throughout Alaska and the nation as well as increased utilization. Examples of cost saving measures include: improved network savings, increases to the 2017-02-01 House Journal Page 0156 employee share of costs, increased deductibles and out-of-pocket limits, review and elimination of dependents no longer eligible, employee option to decline insurance coverage, limited choice to only two plans, and renegotiated pharmacy contracts. Additional costs saving measures are in progress. Without this rate increase the Group Health and Life Benefits fund is projected to be exhausted by January 2018. Given recent budget reductions agencies cannot absorb these cost increases. Thank you for your consideration of this bill. Sincerely, /s/ Bill Walker Governor" HB 96 HOUSE BILL NO. 96 by Representative Thompson, entitled: "An Act amending the calculation of adjusted gross income for purposes of the tax on gambling activities aboard large passenger vessels; repealing a provision allowing an investigation expense under the Alaska Small Loans Act to be in place of a fee required under the Alaska Business License Act; repealing the amount that may be deducted from the tobacco excise tax to cover the expense of accounting and filing for the monthly tax return; repealing the discount on cigarette tax stamps provided as compensation for affixing the stamps to packages; and providing for an effective date." was read the first time and referred to the Finance Committee.
