Amendment No. 127 was offered by Representatives Eastman and Rauscher: Page 51, following line 6: Insert a new subsection to read: "(c) It is the intent of the legislature that no state funds be used to promote the creation or expansion of a borough where one does not already exist unless residents in the affected jurisdiction have expressed a desire to reside in a borough through a public vote on the matter."
