Representative Eastman moved and asked unanimous consent to                                                                     
withdraw the following:                                                                                                         
                                                                                                                                
    HOUSE BILL NO. 21                                                                                                           
    "An Act making a special appropriation from the earnings reserve                                                            
    account for the payment of permanent fund dividends; and                                                                    
    providing for an effective date."
