The roll showed seventeen members present. Senators Ellis, Kelly, McGuire were absent. The prayer was offered by the Chaplain, Romo Marasigan. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear Lord, Please be with us today and guide us. Allow us the greatest gift of all, the gift of your love. Show us mercy, love and compassion for ourselves and others. Amen. Senator Stedman led the Senate in the Pledge of Allegiance. Certification Senator Coghill moved and asked unanimous consent that the journal for the first legislative day of the fourth special session be approved as certified by the Secretary. Without objection, it was so ordered. Senator Coghill moved and asked unanimous consent Senators Kelly, McGuire be excused from a call of the Senate today. Without objection, Senators Kelly, McGuire were excused. 2016-05-24 Senate Journal Page 2916 Messages from the House SCR 25 Message dated May 23 was read stating the House failed: SENATE CONCURRENT RESOLUTION NO. 25 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Bill No. 156, relating to the duties of the State Board of Education and Early Development, the Department of Education and Early Development, school boards, and school districts; relating to public school curriculum and assessments; relating to compliance with federal education laws; relating to public school accountability; and relating to a statewide assessment plan and review of education laws and regulations. SENATE CONCURRENT RESOLUTION NO. 25(fld H) was referred to the Secretary for permanent filing. Message dated May 24 was read stating the House passed and transmitted for consideration: First Reading and Reference of House Resolutions HCR 401 HOUSE CONCURRENT RESOLUTION NO. 401 BY THE HOUSE RULES COMMITTEE, Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to the carry-over of bills to a special session. was read the first time and held on the Secretary's desk. Recede Messages HB 247 Message dated May 18 was read, stating the House failed to concur in the Senate amendments to 2d CS FOR HOUSE BILL NO. 247(RLS) am "An Act amending the powers of the board of trustees of the Alaska Retirement Management Board to authorize purchase and sale of transferable tax credit certificates issued in 2016-05-24 Senate Journal Page 2917 conjunction with the production tax on oil and gas; relating to interest applicable to delinquent tax; relating to the oil and gas production tax, tax payments, and credits; relating to exploration incentive credits; relating to refunds for the gas storage facility tax credit, the liquefied natural gas storage facility tax credit, and the qualified in-state oil refinery infrastructure expenditures tax credit; relating to the confidential information status and public record status of information in the possession of the Department of Revenue; relating to oil and gas lease expenditures and production tax credits for municipal entities; requiring a bond or cash deposit with a business license application for an oil or gas business; establishing a legislative working group to study the fiscal regime and tax structure and rates for oil and gas produced south of 68 degrees North latitude; and providing for an effective date" and respectfully requests the Senate to recede from its amendments, namely: SENATE CS FOR 2d CS FOR HOUSE BILL NO. 247(FIN) am S "An Act relating to the exploration incentive credits; relating to the powers and duties of the Alaska Oil and Gas Conservation Commission; relating to interest applicable to delinquent tax; relating to the oil and gas production tax, tax payments, and credits; relating to tax credit certificates; relating to refunds for the gas storage facility tax credit, the liquefied natural gas storage facility tax credit, and the qualified in-state oil refinery infrastructure expenditures tax credit; relating to oil and gas lease expenditures and production tax credits for municipal entities; requiring a bond or cash deposit with a business license application for an oil or gas business; and providing for an effective date." HCR 401 Senator Coghill moved and asked unanimous consent to take up HOUSE CONCURRENT RESOLUTION NO. 401, which had been held on the Secretary's desk (page 2916). Without objection, the resolution was before the Senate on final passage. The question being: "Shall HOUSE CONCURRENT RESOLUTION NO. 401 Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to the carry-over of bills to a special session, pass the Senate?"
