Senator Hoffman was excused. Senators Bishop, Costello, McGuire, Micciche were absent. Senator Coghill moved and asked unanimous consent Senator McGuire be excused from a call of the Senate today. Without objection, Senator McGuire was excused. The prayer was offered by the Chaplain, Senator MacKinnon. Senator Coghill moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Heavenly father, god of all creation, we lift our voices as one to request your help in the challenges that lay before our state, this legislative body and the people of Alaska. Father, for those who struggle with depression, addiction, mental illness, victimization, hunger, housing or are physically fighting for their lives - we ask you to comfort them, comfort their families, give them strength to persevere. Father help those in need to see you in their darkest moments and call out to you for your help, father, answer their prayers. Heavenly father, bless our Governor, all Alaskans are looking to him for leadership as our state faces some huge challenges, both financially and within our communities, help us all to remember in the most difficult of times 2015-11-05 Senate Journal Page 1532 Alaskans find ways to come together and do amazing things, some Alaskans literally do climb mountains every day. Father I, like others on this floor, represent communities where our active and retired military live and work. Father these men, women and families have endured separation, viewed acts of war, suffered physical injury and carry wounds that are unseen and unimaginable. We lift them up to you today, care for each of them as only you can. Father, bless and refresh each member of the Senate, give them strength, provide safe travel to them as they return home to their families and prepare each of our hearts for the coming session, where all of us will do what we believe will help all Alaskans. Certification Senator Coghill moved and asked unanimous consent that the journals for the eleventh and twelfth legislative days of the Third Special Session be approved as certified by the Secretary. Messages from the House SB 3001 Message dated November 4 was read stating the House passed and returned: CS FOR SENATE BILL NO. 3001(FIN) "An Act making supplemental appropriations; making appropriations to capitalize funds; and providing for an effective date." The bill was referred to the Secretary for enrollment. 2015-11-05 Senate Journal Page 1533 SJR 301 Message dated November 4 was read stating the House passed and returned: CS FOR SENATE JOINT RESOLUTION NO. 301(RES) am Opposing the recent decisions to cancel future lease sales in the Chukchi and Beaufort Seas and to deny the suspension of Shell and Statoil's leases; urging the United States Department of the Interior to continue to promote oil exploration in the Chukchi and Beaufort Seas; urging the United States Bureau of Safety and Environmental Enforcement to reconsider and approve requests from Shell and Statoil for lease suspensions in the Chukchi Sea Planning Area and Beaufort Sea Planning Area; urging the Alaska Congressional delegation to continue its efforts to achieve consistent and equitable outer continental shelf revenue sharing for the state; urging the United States Congress to provide a means for equitable outer continental shelf revenue sharing across all coastal oil and gas producing states to ensure the states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity; and urging the ongoing efforts to develop offshore oil and gas in the Arctic Outer Continental Shelf.
