Full Journal pdf2015-10-30 Senate Journal Page 1489 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-NINTH LEGISLATURE THIRD SPECIAL SESSION Juneau, Alaska Friday October 30, 2015 Seventh Day Pursuant to adjournment the Senate was called to order by President Meyer at 11:05 a.m. The roll showed nineteen members present. Senator McGuire was absent. Senator Coghill moved and asked unanimous consent Senator McGuire be excused from a call of the Senate today. Without objection, Senator McGuire was excused. The prayer was offered by the Chaplain, Senator Stoltze. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Lord, As we continue our deliberation on matters for which we were called to Juneau, let us reflect and remember the life, deeds and accomplishments of the father of one of our absent colleagues, Dr. David McGuire, who passed away last night with his loved ones at his side. A nationally recognized surgeon and medical innovator, he provided numerous advancements in his field through his inventions and their applications, benefitting countless patients throughout the country. 2015-10-30 Senate Journal Page 1490 Dr. McGuire was a civic activist who contributed richly to his fellow man and greater community. His philanthropic acts, public and private, were significant and impactful. Dr. McGuire was a passionate outdoorsman who passed his skills and love of these activities to his daughter, son and grandson. Lord, please give strength to our colleague, Senator McGuire, and to her family as they mourn the loss of Dr. McGuire. As we note the multitude of temporal accomplishments of Dr. McGuire, may his family also find comfort in the rewards ahead in the eternal life achieved through salvation. I offer this reading from 2 Corinthians 4:17-18: For our light and momentary troubles are achieving for us an eternal glory that far outweighs them all. So we fix our eyes not on what is seen, but on what is unseen, since what is seen is temporary, but what is unseen is eternal. I offer this prayer and its message of solace and remembrance, but also of hope and optimism, in the name of Jesus Christ. Amen. Senator Giessel led the Senate in the Pledge of Allegiance. Certification Senator Coghill moved and asked unanimous consent that the journals for the first through sixth legislative days of the Third Special Session and Senate Journal Supplement No. 2 be approved as certified by the Secretary. Without objection, it was so ordered. 2015-10-30 Senate Journal Page 1491 Introduction and Reference of Senate Resolutions SJR 301 SENATE JOINT RESOLUTION NO. 301 BY SENATOR STOLTZE, Opposing the recent decisions to cancel future lease sales in the Chukchi and Beaufort Seas and to deny the suspension of Shell and Statoil's leases; urging the United States Department of the Interior to continue to promote oil exploration in the Chukchi and Beaufort Seas; urging the United States Bureau of Safety and Environmental Enforcement to reconsider and approve requests from Shell and Statoil for lease suspensions in the Chukchi Sea Planning Area and Beaufort Sea Planning Area; and urging the ongoing efforts to develop offshore oil and gas in the Arctic Outer Continental Shelf. was read the first time and referred to the Resources Committee. Senator Gardner objected to the introduction of the resolution. Senator Wielechowski also objected, stating the introduction violates art. II, sec. 9, Constitution of the State of Alaska. President Meyer ruled the introduction of SENATE JOINT RESOLUTION NO. 301 in order.
