Senator Stedman was absent. The prayer was offered by the Chaplain, Senator Costello. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. It is no secret that Alaska is in a dire situation. In 1980, when President Reagan was faced with a slumped America he prayed, "To preserve our blessed land we must look to God. It is time to realize that we need God more than He needs us. We also have His promise that we could take to heart with regard to our country, that 'If my people, which are called by my name shall humble themselves, and pray and seek my face, and turn from their wicked ways; then I will hear from heaven and will forgive their sin, and will heal their land.' Let us, young and old, join together, as did the First Continental Congress, in the first step, in humble heartfelt prayer." And in the same manner Lord, I pray that you would grant this legislature the same wisdom, peace, guidance, and strength that you bestowed on our Founding Fathers and other legislatures before us 2015-04-10 Senate Journal Page 0902 that Alaska may be a shining North Star for the rest of the country to see. Consideration of the Calendar Second Reading of Senate Bills SB 26 SENATE BILL NO. 26 "An Act making appropriations, including capital appropriations and other appropriations; making appropriations to capitalize funds; and providing for an effective date" was read the second time. Senator MacKinnon, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 904. Senator Gardner objected, then withdrew her objection.
