Senator MacKinnon, Acting Majority Leader, moved and asked unanimous consent that the roll call of the Senate be waived. Without objection, it was so ordered. Messages from the Governor HB 43 Message was read stating the Governor signed the following bill on April 3 and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: CS FOR HOUSE BILL NO. 43(STA) "An Act establishing Alaska Law Enforcement Officers' Day." Chapter 1, SLA 2015 Effective Date: 7/2/15 Messages from the House HJR 4 Message dated April 3 was read stating the House concurred in the Senate amendment to HOUSE JOINT RESOLUTION NO. 4 Urging the United States Congress to provide a means for consistently and 2015-04-06 Senate Journal Page 0834 equitably sharing with all oil and gas producing states adjacent to federal outer continental shelf areas a portion of revenue generated from oil and gas development on the outer continental shelf to ensure that those states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity, thus adopting: SENATE CS FOR HOUSE JOINT RESOLUTION NO. 4(RES) Urging the United States Congress to provide a means for consistently and equitably sharing with all oil and gas producing states adjacent to federal outer continental shelf areas a portion of revenue generated from oil and gas development on the outer continental shelf to ensure that those states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity; urging the United States Congress to reject any proposal to divert or otherwise reduce revenue sharing to the coastal states and their political subdivisions under the Gulf of Mexico Energy Security Act of 2006; and urging the President of the United States to direct, to the maximum extent possible, federal funds received from outer continental shelf development, and not dedicated to states or other federal programs, to federal infrastructure in the affected states. (Title Change SCR 8) SCR 8 Message dated April 3 was received stating the House passed and returned: SENATE CONCURRENT RESOLUTION NO. 8 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Joint Resolution No. 4, urging the United States Congress to provide a means for consistently and equitably sharing with all oil and gas producing states adjacent to federal outer continental shelf areas a portion of revenue generated from oil 2015-04-06 Senate Journal Page 0835 and gas development on the outer continental shelf to ensure that those states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity. The resolution was referred to the Secretary for enrollment. Special Committee Reports HCR 5 The Senate Special Committee on the Arctic considered CS FOR HOUSE CONCURRENT RESOLUTION NO. 5(EDA) am Declaring 2015, 2016, and 2017 to be the Years of the Arctic; encouraging the state and its partners to join with the Institute of the North in encouraging the state to promote its Arctic policy during the Years of the Arctic and to take action to address the strategic recommendations in the Implementation Plan of the Alaska Arctic Policy Commission, and recommended it be replaced with SENATE CS FOR CS FOR HOUSE CONCURRENT RESOLUTION NO. 5(ARC) Signing do pass: Senators Giessel, McGuire, Cochairs; Senators Olson, Hoffman, Stevens, Coghill.
