Senators Ellis, Kelly were absent. The prayer was offered by the Chaplain, Reverend Susan Beogli, Aldersgate United Methodist Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. God of us all, We are grateful for all those gathered here today. Guide all of us, particularly our public servants, that they may face the work before them with a spirit of wisdom, compassion and justice. Make each of these fine citizens bold and generous in their call to serve faithfully. Bless them dear God, bless those that depend upon their work, and bless this state of Alaska that is our home. We pray these things in hope, anticipation and confidence. Amen. Senator Giessel led the Senate in the Pledge of Allegiance. 2015-03-23 Senate Journal Page 0562 Certification Senator Coghill moved and asked unanimous consent that the journals for the sixtieth through sixty-second legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Recess Senator Coghill moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:53 a.m. After Recess Joint Session in the House Speaker Chenault called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Meyer, who called the Joint Session to order at 11:01 a.m. The purpose of the Joint Session was to hear an address by the Honorable Dan Sullivan, U.S. Senator. Senator Coghill moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Millett moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Meyer appointed Representative Gattis and Senator Huggins to escort Senator Sullivan to the Joint Session. The Senate Sergeant-at-Arms, Grace Ellsworth, announced the Honorable Dan Sullivan's entrance to the House Chamber. 2015-03-23 Senate Journal Page 0563 The Honorable Dan Sullivan was escorted to the rostrum and welcomed by President Meyer. U.S. Senator Sullivan delivered his address. This address appears in House and Senate Joint Journal Supplement No. 7. Following his address, there was a question and answer period. The Honorable Dan Sullivan received a standing ovation and was escorted from the chamber by Senator Huggins and Representative Gattis. Senator Coghill moved and asked unanimous consent that the Joint Session stand in adjournment. Without objection, President Meyer adjourned the Joint Session at 12:01 p.m. After Recess In the Senate The Senate reconvened at 1:03 p.m. The presence of Senator Kelly was noted. HJR 4 The Resources Committee considered HOUSE JOINT RESOLUTION NO. 4 Urging the United States Congress to provide a means for consistently and equitably sharing with all oil and gas producing states adjacent to federal outer continental shelf areas a portion of revenue generated from oil and gas development on the outer continental shelf to ensure that those states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity, and recommended it be replaced with SENATE CS FOR HOUSE JOINT RESOLUTION NO. 4(RES) Urging the United States Congress to provide a means for consistently and equitably sharing with all oil and gas producing states adjacent to federal outer continental shelf areas a portion of revenue generated from oil and gas development on the outer continental shelf to ensure that those states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity; urging the United States Congress to reject any proposal to divert or otherwise reduce revenue sharing to the coastal states and their political subdivisions under the Gulf of Mexico Energy Security Act of 2006; and urging the President of the United States to direct, to the maximum extent possible, federal funds received from outer continental shelf development, and not dedicated to states or other federal programs, to federal infrastructure in the affected states.
