Senator Stoltze was absent. The prayer was offered by the Chaplain, Pastor Nathan Stearman of the Seventh-Day Adventist Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Good morning, Lord! It is a privilege to come to You on this fresh, Alaskan morning, on behalf of the Senate of the Great state of Alaska. Today begins a new legislative week with its ensuing challenges. On some matters this gathering of wise leaders will find it easy to move forward together, while on other matters the disagreement will be sharp - even bitter. I ask that You would grant each member of this Senate the courage to stand by their cause when needed - and the humility to take up another, when such is required for the benefit of that greater cause, the well-being of the people of our great state. Finally Lord, as various committees gather to process that wide-range of issues facing this body, guide them. Grant them the insight the issues demand - and 2015-02-02 Senate Journal Page 0124 the favor of higher powers when needed - to lead our great state forward. In Jesus' name I ask this, Amen. Senator Ellis led the Senate in the Pledge of Allegiance. Introduction and Reference of Senate Resolutions SJR 9 SPONSOR SUBSTITUTE FOR SENATE JOINT RESOLUTION NO. 9 BY SENATOR GARDNER, Urging the Alaska Department of Law and the United States Department of Justice to file a motion in United States District Court to compel the ExxonMobil Corporation to honor the commitment to pay additional damages for the Exxon Valdez oil spill under the "Reopener for Unknown Injury" provision of the 1991 Agreement and Consent Decree and to collect the full demand for payment the state and federal government submitted to the ExxonMobil Corporation on August 31, 2006; and urging the Exxon Valdez Oil Spill Trustee Council immediately to initiate subsurface lingering oil restoration work. was read the first time and referred to the Resources and Judiciary Committees. SJR 10 SENATE JOINT RESOLUTION NO. 10 BY THE SENATE RESOURCES COMMITTEE, Opposing the revised Comprehensive Conservation Plan and Environmental Impact Statement for the Arctic National Wildlife Refuge; opposing attempts by President Obama to alter management of the 2015-02-02 Senate Journal Page 0126 coastal plain of the Arctic National Wildlife Refuge; encouraging the United States Congress to reject a proposal based on the revised Comprehensive Conservation Plan or accompanying Environmental Impact Statement; encouraging the United States Congress to reject a proposal that does not open the coastal plain of the Arctic National Wildlife Refuge to oil and gas development; and finding that decision- making authority over the coastal plain of the Arctic National Wildlife Refuge is reserved exclusively to the United States Congress. was read the first time and referred to the Resources Committee.
