MESSAGES FROM THE GOVERNOR HB 175 A message dated April 21, 2016, was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: HOUSE BILL NO. 175 "An Act establishing November 1 as Military Family Day." Chapter No. 4, SLA 2016 Effective Date: July 20, 2016 HB 373 A message dated April 21, 2016, was read stating the Governor signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: 2016-04-24 House Journal Page 2566 HOUSE BILL NO. 373 "An Act approving and ratifying the sale of royalty oil by the State of Alaska to Tesoro Corporation and Tesoro Refining and Marketing Company LLC; and providing for an effective date." Chapter No. 3, SLA 2016 Effective Date: April 22, 2016 MESSAGES FROM THE SENATE HCR 36 A message dated April 22, 2016, was read stating the Senate passed: HOUSE CONCURRENT RESOLUTION NO. 36 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning Senate Bill No. 165, relating to the presence of minors in the licensed premises of manufacturers, wholesalers, and retailers of alcoholic beverages; relating to the Alcoholic Beverage Control Board; relating to background checks for persons applying to operate marijuana establishments; relating to the offense of minor consuming; relating to revocation of a driver's license for a minor consuming offense; relating to the effect of the revocation of a driver's license for a minor consuming offense on a motor vehicle liability insurance policy; and amending Rule 17, Alaska Rules of Minor Offense Procedure. HCR 36 was referred to the Chief Clerk for enrollment. (HCR 36 - title change resolution) SB 196 A message dated April 22, 2016, was read stating the President granted limited powers of free conference to the Senate members of the Conference Committee considering: HOUSE CS FOR CS FOR SENATE BILL NO. 196(FIN) "An Act relating to the amount appropriated for power cost equalization; relating to the use of certain unexpended earnings from the power cost equalization endowment fund; and providing for an effective date." and CS FOR SENATE BILL NO. 196(FIN) (same title) on the following specific point: 2016-04-24 House Journal Page 2568 Section 3 Which relates to the formula to appropriate excess earnings from the PCE fund. REPORTS OF STANDING COMMITTEES HB 379 The Finance Committee considered: HOUSE BILL NO. 379 "An Act eliminating pay step increases and pay increments for certain state employees; relating to collective bargaining agreements entered into by the state; and providing for an effective date." and recommends it be replaced with: CS FOR HOUSE BILL NO. 379(FIN) "An Act reducing or eliminating pay step increases and pay increments for certain state employees; relating to collective bargaining agreements entered into by the state; and providing for an effective date." The request was signed by Representatives Edgmon (Chair), Saddler, Kawasaki; and Senators Hoffman (Chair), MacKinnon, Bishop. The Speaker granted the limited powers of free conference as requested.
