Pursuant to adjournment the House was called to order by Speaker                                                                
Chenault at 5:04 p.m.                                                                                                           
                                                                                                                                
Roll call showed 38 members present.  Representative Neuman was                                                                 
absent and his presence was noted later.                                                                                        
                                                                                                                                
Representative Millett moved and asked unanimous consent that                                                                   
Representative Hawker be excused from a call of the House today.                                                                
There being no objection, it was so ordered.                                                                                    
                                                                                                                                
The invocation was offered by the Chaplain, Representative Millett.                                                             
Representative Wilson moved and asked unanimous consent that the                                                                
invocation be spread on the journal.  There being no objection, it was

    With the deepest respect for the religious beliefs of all                                                                   
    Alaskans, I offer the following prayer.                                                                                     
                                                                                                                                
    Almighty God, creator of all we see and feel, maker of all life,                                                            
    and giver of great love to every person.  We come before you                                                                
    today with grateful hearts, to be able to serve the people of                                                               
    our state, for the strength of body and heart.  We look to you                                                              
    for guidance in clarity of mind and wisdom of heart.  We                                                                    
    honor those who have gone before us and have left us a good                                                                 
    heritage, those who sacrifice to serve in our armed services,

    Help us to work diligently as if it may be our last day on                                                                  
    earth.  I ask you to bless us with grace and love today.  As we
