Pursuant to adjournment the House was called to order by Speaker                                                                
Chenault at 1:07 p.m.                                                                                                           
                                                                                                                                
Roll call showed 36 members present.  Representatives Claman,                                                                   
Hawker, LeDoux, and Talerico had been excused from a call of the                                                                
House today.                                                                                                                    
                                                                                                                                
The invocation was offered by the Chaplain, Representative Wilson.                                                              
Representative Gattis moved and asked unanimous consent that the                                                                
invocation be spread on the journal.  There being no objection, it was                                                          
so ordered.                                                                                                                     
                                                                                                                                
    Gracious God, thank you for the gift of today.  Refresh me.                                                                 
    Invite me to discover your presence in each person that I meet                                                              
    and every event that I encounter.  Teach me when to speak                                                                   
    and when to listen, when to ponder and when to share.  In                                                                   
    moments of challenge and decision, attune my heart to the                                                                   
    whisperings of your wisdom.  As I undertake ordinary and                                                                    
    unnoticed tasks, gift me with simple joy.  When my day goes                                                                 
    well, may I rejoice.  When it grows difficult, surprise me with                                                             
    new possibilities.  When life is overwhelming, call me to                                                                   
    Sabbath moments to restore your peace and harmony.  May                                                                     
    my living today reveal your goodness.  Amen.

Representative Millett moved and asked unanimous consent that the                                                               
journal for the 24th legislative day of the first special session and the                                                       
first and second legislative days of the second special session be                                                              
approved as certified by the Chief Clerk.  There being no objection, it
