Roll call showed 34 members present. Representatives LeDoux and Talerico had been excused from a call of the House today. Representative Millett moved and asked unanimous consent that Representatives Hawker and Herron be excused from a call of the House today. There being no objection, it was so ordered. Representatives Claman and Kreiss-Tomkins were absent and later excused. The invocation was offered by the Chaplain, Representative Keller. Representative Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Consistent with the First Amendment, I acknowledge that each of us has the dignity of making and taking responsibility for our individual faith choices. Respecting your right, thank you for allowing me to pray for us today. Heavenly Father, we acknowledge you as our Creator and giver of all good things and stand before you because of the provision you made for us. I ask for your compassion and 2015-05-21 House Journal Page 1206 forgiveness and for your help as we try to wrap up the first half of the 29th legislative session. Help us, Father, to act on a solution (or solutions) to the current stalemate that please you and properly benefit the Alaskans we represent. May Alaskans have peaceful lives, liberty and property protected by the policies we make. As to process: Help us to be honest and forthright; help us to listen to one another and to be mindful of each other's feelings and dignity; help us to rely on Your Divine protection; provide us with wisdom and guidance; and help us make the right decisions with confidence and a clear conscience. CERTIFICATION OF THE JOURNAL Representative Millett moved and asked unanimous consent that the journal for the third through twenty-third legislative days of the first special session be approved as certified by the Chief Clerk. There being no objection, it was so ordered. COMMUNICATIONS The following letter to the Chief Clerk dated May 21, 2015, from Speaker Chenault was read: "Dear Ms. Lowell: Pursuant to Article II, Section 9, of the Constitution of the State of Alaska and AS 24.05.100(a)(2), the presiding officers of the Senate and the House announce the memberships of both bodies were polled 2015-05-21 House Journal Page 1207 asking whether a special session of the Twenty-Ninth Alaska State Legislature should be held in Anchorage, in order to consider legislation dealing with the FY 15 and 16 Operating Budgets. More than two-thirds of the membership responded in the affirmative. The question asked of House members was: "Should the Legislature meet in special session in Anchorage to consider legislation dealing with the FY 15 and 16 Operating Budgets?" The poll results are attached. I respectfully request this correspondence and poll results become part of the official record of this special session. Roll call showed 34 members present. Representatives Claman, Hawker, Herron, Kreiss-Tomkins, LeDoux and Talerico had been excused from a call of the House today. The invocation was offered by the Chaplain, Representative Millett. Representative Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Dear Lord, please bless us this day as we approach the work with which we are tasked. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." was read the first time and referred to the Finance Committee.
