Senator Stevens was excused from a call of the Senate. Senator Gardner was absent. The prayer was offered by the Chaplain, Helena Fagan, Director of the Juneau Shambhala Center. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Shambhala is a global network of people from all walks of life, dedicated to the principle that the fundamental nature of every human being is basic goodness. We each have the capacity to wake up and live consciously. Each moment of our lives we can choose whether to go toward clarity and happiness or confusion and pain. One of our teachers, Pema Chodron, shares a story that circulated after the September 11, 2001 attacks: "A Native American grandfather was speaking to his grandson about the violence and cruelty in the world and how it comes about. He said it was as if two wolves were fighting in his heart. One wolf was vengeful and angry, and the other wolf was understanding and kind. The young man asked his grandfather which wolf would win the fight in his heart. Introduction and Reference of Senate Resolutions SCR 15 SENATE CONCURRENT RESOLUTION NO. 15 BY SENATOR WIELECHOWSKI, Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating to voting and abstention from voting. 2014-02-12 Senate Journal Page 1612 was read the first time and referred to the State Affairs and Judiciary Committees. Recess Senator Coghill moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:52 a.m. After Recess Joint Session in the House Speaker Chenault called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Huggins, who called the Joint Session to order at 11:00 a.m. The purpose of the Joint Session was to hear an address by the Honorable Dana Fabe, Chief Justice of the Alaska Supreme Court. Senator Coghill moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Pruitt moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Huggins appointed Representative Holmes and Senator Giessel to escort Chief Justice Fabe to the Joint Session. The Senate Sergeant-at-Arms, Grace Ellsworth, announced Chief Justice Dana Fabe's entrance to the House Chamber. Chief Justice Fabe was escorted to the rostrum and welcomed by President Huggins. Chief Justice Fabe delivered her address. This address appears in House and Senate Joint Journal Supplement No. 9. 2014-02-12 Senate Journal Page 1613 The Chief Justice received a standing ovation and was escorted from the chamber by Senator Giessel and Representative Holmes. Senator Coghill moved and asked unanimous consent that the Joint Session stand in adjournment. Consideration of the Calendar Second Reading of Senate Bills SB 123 SENATE BILL NO. 123 "An Act authorizing a municipality to adopt an ordinance prohibiting the use of cellular telephones while driving in school zones or on school property" was read the second time. SENATE BILL NO. 123 will advance to third reading on the February 14 calendar. Second Reading of Senate Resolutions SJR 15 SENATE JOINT RESOLUTION NO. 15 Opposing any international designation of Alaska land or water as an international park, world heritage site, biosphere reserve, Ramsar site, or other classification of land or water that affects the use of land or water by the state or an 2014-02-12 Senate Journal Page 1615 Alaska Native corporation without approval by the United States Congress and the Alaska State Legislature; requesting the United States Department of State and the United States Department of the Interior to cease all further action related to an international designation for land and water in the state until the action is approved by the United States Congress and the Alaska State Legislature; requesting that the United States Congress pass legislation requiring Congressional approval of any international designation that affects the use of land or water by the state or the United States; requesting that the governor be involved in the process and development of any joint action plan; requesting that the state, including the departments responsible for the management of fish and wildlife and other natural resources, be an integral part of any discussion, agreement, understanding, or other process that affects the use or development of fish and wildlife and other natural resources in the state; and urging the governor and the attorney general to reserve all legal remedies for a taking of the natural resources of the state by an international designation of land and water in the state, was read the second time.
