Representative P. Wilson, Acting Majority Leader, moved and asked unanimous consent that Representative Millett be excused from a call of the House today and that Representative Kerttula be excused from a call of the House from today to 5:00 p.m., January 24, and her presence was noted later. There being no objection, it was so ordered. The invocation was offered by the Chaplain, the Reverend Gordon Blue of Holy Trinity Episcopal Church. Representative P. Wilson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the deepest respect for the religious beliefs of all Alaskans, I offer the following prayer. Eternal God, fountain of wisdom, bless our House of Representatives in this state of Alaska; grant that through their discussions and decisions we may solve our problems effectively, enhance the well-being of our state, and achieve together a fairer and more united society. Guide and bless these women and men we have elected, that they may enact such laws as shall provide for the welfare of this people, increase the common good, and provide lasting health and security to the residents of Alaska. INTRODUCTION, FIRST READING, AND REFERENCE OF HOUSE BILLS HB 270 HOUSE BILL NO. 270 by Representative OLSON, entitled: "An Act relating to service of citations; amending Rule 3(f), Alaska Rules of Minor Offense Procedure; repealing Rule 3(g), Alaska Rules of Minor Offense Procedure; and providing for an effective date." was read the first time and referred to the State Affairs and Judiciary Committees. HB 271 HOUSE BILL NO. 271 by Representatives ISAACSON and Lynn, entitled: "An Act making a special appropriation to the University of Alaska Fairbanks for a study of the feasibility of constructing a railroad between Fairbanks and Deadhorse; and providing for an effective date." was read the first time and referred to the Transportation and Finance Committees. UNFINISHED BUSINESS HB 257 The Speaker removed the Judiciary Committee referral for the following: HOUSE BILL NO. 257 "An Act relating to restrictions on the collection, storage, and handling of student data." There being no objection, the members were excused as noted: Representative Gara - from 6:30 p.m., January 24 to 10:15 a.m., January 27 Representative Hawker - from 6:00 a.m., January 24 to 3:00 p.m., January 26 Representative Pruitt moved and asked unanimous consent that the House recess until 6:45 p.m., for the Governor's State of the State and State of the Budget Address; and so, the House recessed at 11:19 a.m. AFTER RECESS The Speaker called the House back to order at 6:44 p.m. The Speaker stated that the House would stand at ease to allow members of the Senate to enter the Chamber; and so, the House stood at ease at 6:44 p.m. JOINT SESSION IN THE HOUSE In accordance with Uniform Rule 51, Speaker Chenault turned the gavel over to President Huggins who called the joint session to order at 6:56 p.m. The purpose of the joint session was to hear the State of the State and State of the Budget Address by the Honorable Sean Parnell, Governor of Alaska. Senator Coghill moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Pruitt moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. 2014-01-22 House Journal Page 1419 President Huggins appointed Representative Lynn and Senator Dunleavy to escort the Governor to the joint session. The Senate Sergeant-at-Arms announced the Governor's entrance into the House Chamber. Governor Parnell was escorted to the rostrum and welcomed by President Huggins. Governor Parnell delivered his address, and it is published in Senate and House Joint Journal Supplement No. 8. Governor Parnell received a standing ovation. Senator Coghill moved and asked unanimous consent that the joint session adjourn. There being no objection, President Huggins adjourned the joint session at 7:29 p.m. The House stood at ease. IN THE HOUSE The Speaker called the House back to order at 7:29 p.m. UNFINISHED BUSINESS HJR 19 Representative LeDoux added her name as cosponsor to: HOUSE JOINT RESOLUTION NO. 19 Urging the Secretary of the United States Air Force, the Chief of Staff of the United States Air Force, and the Commander of the Pacific Air Forces to base F-35 aircraft assigned to the Pacific Air Forces at Eielson Air Force Base.
