Senators McGuire, Wagoner were excused from a call of the Senate. Senator Stedman was absent. The prayer "Oh Lord My God" was sung by the Chaplain, Dave Stancliff. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Senator Dyson led the Senate in the Pledge of Allegiance. 2011-04-21 Senate Journal Page 0982 Certification Senator Meyer moved and asked unanimous consent that the journal for the third legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the House SB 42 Message dated April 20 was read stating the House passed and returned: CS FOR SENATE BILL NO. 42(FIN) "An Act relating to the quorum of the Alaska Energy Authority; relating to the powers and duties of the Alaska Energy Authority; relating to the acquisition or construction of a Susitna River power project by the Alaska Energy Authority; relating to the definition of 'feasibility study' in the Alaska Energy Authority Act; providing legislative approval for certain loans from the power project fund; and providing for an effective date." The bill was referred to the Secretary for enrollment. The presence of Senator Stedman was noted. HB 24 Message dated April 20 was received stating the Speaker granted limited powers of free conference to the House conferees considering: SENATE CS FOR CS FOR HOUSE BILL NO. 24(FIN) "An Act extending the termination date of the Regulatory Commission of Alaska; and providing for an effective date." and CS FOR HOUSE BILL NO. 24(FIN) on the following specific points: 2011-04-21 Senate Journal Page 0983 Page 1, line 4 through line 10 and Page 1, line 12 of SENATE CS FOR CS FOR HOUSE BILL NO. 24(FIN); and Page 1, line 5 of CS FOR HOUSE BILL NO. 24(FIN). Senator Meyer moved that the Senate adopt the Conference Committee Report on CONFERENCE CS FOR HOUSE BILL NO. 24. The question being: "Shall the Senate adopt the Conference Committee Report on CONFERENCE CS FOR HOUSE BILL NO. 24 "An Act extending the termination date of the Regulatory Commission of Alaska; and providing for an effective date"?" Senator Meyer moved and asked unanimous consent that the vote on the adoption of the Conference Committee Report be considered the vote on the effective date clause. Without objection, it was so ordered. The Secretary was requested to notify the House. Unfinished Business Special Order of Business Senator Meyer moved and asked unanimous consent that the following Citation Calendar be made a special order of business. Without objection, it was so ordered. Senators Dyson, Menard moved and asked unanimous consent to be excused from a call of the Senate from evening plane time, April 21 through morning plane time, April 25.
