Full Journal pdf2011-02-02 Senate Journal Page 0141 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-SEVENTH LEGISLATURE FIRST SESSION Juneau, Alaska Wednesday February 2, 2011 Sixteenth Day Pursuant to adjournment the Senate was called to order by President Stevens at 11:00 a.m. The roll showed 18 members present. Senator Kookesh was excused from a call of the Senate. Senator McGuire was absent. The prayer was offered by the Chaplain, Reverend Dr. Phil Campbell of Northern Light United Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Reinhold Niebuhr was one of the leading theologians of the 20th Century. His name may not be familiar to many outside professional religious circles but a prayer he wrote is widely recognized even if his authorship of it is not. It is called the Serenity Prayer and it speaks of changing the things we can, accepting the things we cannot, and the wisdom to know the difference. It is a prayer that has helped countless numbers of people with addictions and other personal problems and that is wonderful. But Niebuhr was, primarily, a public theologian. He believed faith spoke to the social arena as well as to individuals. Therefore, as you gather to attend to the welfare of our state, I invite you to hear Niebuhr's prayer in its original form and to consider its implications for your legislative work. The supplemental budget reflects increases in delivering state services and programs that were not anticipated when the FY2011 budget was brought forward for consideration during the 2010 legislative session. The FY2011 operating supplemental request corrects errors made in the original calculation of bargaining unit agreement costs and funding sources, and a one-time request to address cash-flow issues relating to the timing of industry receipts that support the Alaska Seafood Marketing Institute. The FY2011 capital supplemental request includes increases in Federal highway and aviation funds available for specific projects that are ready to go out for bid this summer, emergency repairs to roads and bridges, and reductions that reflect available balances for specific projects.
