Full Journal pdf2011-01-18 House Journal Page 0001 HOUSE JOURNAL ALASKA STATE LEGISLATURE TWENTY-SEVENTH LEGISLATURE - FIRST SESSION Juneau, Alaska Tuesday January 18, 2011 First Day Pursuant to the provisions of the Constitution of the State of Alaska, the Uniform Rules of the Alaska State Legislature, and AS 24.05.160, the House of Representatives of the State of Alaska assembled in the House Chamber for the first regular session of the Twenty-seventh Alaska State Legislature, January 18, 2011, at 1:03 p.m., and was called to order by the Honorable Mead Treadwell, Lieutenant Governor. An Honor Guard from the Tongass Alaska Girl Scouts Council, composed of Reece Bleakley, Sierra Coleman, Chantel Eckland, Dorothy Kuterbach, Asianna Mazon, Allison Rivera, Teja Tolbert, and Sommer Ward, presented the Colors and led the Pledge of Allegiance. The Alaska Youth Choir sang "Alaska's Flag" and "The Star-Spangled Banner" under the direction of Missouri Smyth. The invocation was offered by the Chaplain, the Reverend George Silides of Holy Trinity Episcopal Church. Representative-elect Austerman moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With utmost respect for the religious traditions of all Alaskans, I offer this prayer: Heavenly Father, we bless you for the day you have given us to live. We bless you for the faculty of our reason and passion of our heart. We thank you for the blessings we can count and for those yet undiscovered. To those newly elected we ask thy special favor to send to them wise mentors, selfless companions, honest friends. To those continuing work into which they have poured their imagination, talent and time, we ask your continuing strength; and open minds and hearts to consider the wisdom of fresh perspective and changing times. We thank you, O Lord, for the great talent here assembled for the work of governance. Because it is a difficult job, and decisions made here affect the hopes and dreams of very many; we ask your aid of strength and wisdom. May there be the reward of satisfaction and untroubled sleep of good and faithful servants. From the four corners of our state these stewards have come to shape the future of the land in which we live. May the different strengths of our cultures here gathered be observed with respect, celebrated with gladness and knit together to bind a stronger net of opportunity, services and due process for all. And now, O Lord, we ask thy blessing of peace and protection upon the families back at home who have given us their loved ones for this season of service. There being no objection, it was so ordered. Lieutenant Governor Treadwell appointed Representatives Gatto and Guttenberg to escort Representative Austerman, Speaker pro tempore, to the rostrum. Speaker pro tempore Austerman stated that, pursuant to AS 24.05.120, the Uniform Rules in effect during the previous legislature would serve as the rules of the Twenty-seventh Alaska State Legislature until adoption of permanent rules. SPEAKER Speaker pro tempore Austerman stated that nominations for Speaker of the House were now in order. Representative Hawker nominated Representative Chenault as Speaker of the House and moved and asked unanimous consent that nominations be closed. There being no objection, it was so ordered. This bill would designate an additional 23,181 acres of commercial forest lands that are conducive to meeting these goals, almost doubling the size of the Southeast State Forest, and further ensuring an appropriate land base for long-term forest management. The lands would continue to be open for multiple uses, including wildlife harvest and recreational activities. Adding lands to the Southeast State Forest enables the Division of Forestry in the Department of Natural Resources to manage this land to increase long-term timber supply for local processors and wood energy needs, provide near-term jobs in pre-commercial thinning, timber harvest and milling, and retain the land in State ownership for multiple uses. The bill contains provisions to avoid conflicts with the newly formed City and Borough of Wrangell's land selection and entitlement.
