Senators Bunde, Huggins, McGuire, Paskvan, Therriault, Wagoner were absent. The prayer was offered by the Chaplain, Pastor Gary Waterhouse of the Seventh-day Adventist Church of Juneau and Sitka. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. O Lord our God how full of wonder and splendor you are! Everywhere in this great state of Alaska we see the evidence that you love and care for us. You have created a land that is unsurpassed in beauty. The splendid mountain ranges and the stately spruce and cedar, the imposing glaciers, and the soaring eagles, all give evidence to your creative handiwork. And we also see beauty in the laughter of our children, the exuberance of our youth, and the wisdom of our elders. For all these things we are truly grateful. The senators of our state have awesome responsibilities, among them is to lead us all to be faithful stewards of this land and its people, and its resources. Unfinished Business HCR 2 President Stevens added a Finance Committee referral to CS FOR HOUSE CONCURRENT RESOLUTION NO. 2(RES) am Requesting the governor to provide energy security for all Alaskans first by pursuing development of a natural gas bullet pipeline from the North Slope to the Cook Inlet region; and requesting the governor to identify and negotiate where appropriate with one or more persons capable of producing natural gas from the Gubik area, and other areas on the North Slope if necessary, in sufficient quantities to support the energy needs of Alaskans and a bullet pipeline project. HCR 3 President Stevens added a Finance Committee referral to HOUSE CONCURRENT RESOLUTION NO. 3 am Requesting the governor to provide energy security for all Alaskans by taking and encouraging all action that would support a natural gas bullet pipeline from the North Slope to the Cook Inlet region, including initiating any necessary negotiations to reopen the Agrium plant in Kenai. HCR 4 President Stevens added a Finance Committee referral to HOUSE CONCURRENT RESOLUTION NO. 4 am Requesting the governor to provide energy security for Alaskans by taking and encouraging all appropriate action to support development of a natural gas bullet pipeline from the North Slope to the Cook Inlet region including advocating an increase in the amount of natural gas that may be exported under authority granted by the United States Department of Energy. 2009-02-19 Senate Journal Page 0282 HCR 5 President Stevens added a Finance Committee referral to HOUSE CONCURRENT RESOLUTION NO. 5 am Requesting the governor to provide energy security for all Alaskans by working on significant elements and components to support the timely construction of a natural gas bullet pipeline from the North Slope to the Cook Inlet region and to take necessary and appropriate action to assist and facilitate the process for a private entity to make a final investment decision to commit to the pipeline before November 1, 2010. The purpose of the Joint Session was to hear an address by the Honorable Lisa Murkowski, U.S. Senator. Senator Ellis moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Johansen moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Stevens appointed Representative Wilson and Senator Davis to escort Senator Lisa Murkowski to the Joint Session. The Senate Sergeant at Arms, Edra Morledge, announced the Senator's entrance to the House Chamber. The Honorable Lisa Murkowski was escorted to the rostrum and welcomed by President Stevens. Senator Murkowski delivered her address. This address appears in House and Senate Joint Journal Supplement No. 4. Following her address, there was a question and answer period. Senator Murkowski received a standing ovation and was escorted from the chamber by Senator Davis and Representative Wilson. Senator Ellis moved and asked unanimous consent that the Joint Session stand in adjournment.
