Pursuant to a poll of the legislature resulting in an affirmative vote of                                                       
more than two-thirds of the membership calling themselves into                                                                  
special session, the House was called to order by Speaker Chenault at                                                           
9:03 a.m. at the William A. Egan Center in Anchorage, Alaska.                                                                   
                                                                                                                                
Roll call showed 39 members present.                                                                                            
                                                                                                                                
Representative Johansen moved and asked unanimous consent that                                                                  
Representative Foster be excused from a call of the House today.                                                                
There being no objection, it was so ordered.

The following letter dated August 9, 2009, was sent to the Chief Clerk

Pursuant to Article II, Section 9, of the Constitution of the State of                                                          
Alaska and AS 24.05.100(a)(2), the presiding officers of the Senate                                                             
and the House announced that during the first two weeks of July, the                                                            
memberships of both bodies were polled asking whether a special                                                                 
session of the  Twenty-Sixth Alaska State Legislature should be held                                                            
                                 thth                                                                                           
in Anchorage on either July 25 or August 10 in order to confirm Lt.                                                             
General Craig Campbell as the successor to the Lt. Governor and to

address appropriations vetoed by the governor.  More than two-thirds                                                            
of the membership responded in the affirmative.

25 or August 10 to consider confirmation of the lieutenant governor                                                             
designee and to override the Governor's veto of federal energy

The poll results are attached.

Enclosed was a letter dated July 6, 2009, from Commissioner Joseph                                                              
D. Schmidt to Governor Palin declining the appointment of Lieutenant                                                            
Governor Successor.  Mr. Schmidt was confirmed as Lieutenant                                                                    
Governor Successor on April 16, 2009 (Senate and House Joint                                                                    
Journal Supplement No. 6).                                                                                                      
                                                                                                                                
The Speaker stated that if a referral had been necessary today General                                                          
Campbell's name would have been referred to the Judiciary                                                                       
Committee.  However, the Judiciary Committee has already held an                                                                
informational hearing examining the qualification of General                                                                    
Campbell as Lieutenant Governor Successor.  This hearing is                                                                     
sufficient and no other referrals or hearings are needed at this time.

and his daughter, Joni Nelson, to the joint session.                                                                            
                                                                                                                                
Congressman Young and Ms. Nelson were escorted to the rostrum and                                                               
welcomed by President Stevens.                                                                                                  
                                                                                                                                
President Stevens and Speaker Chenault presented Congressman                                                                    
Young and Ms. Nelson with a flag flown over the capitol building in
