The Finance Committee considered SENATE BILL NO. 116 "An Act                                                                    
making a special appropriation for energy assistance for rural                                                                  
communities; and providing for an effective date" and recommended it                                                            
be replaced with                                                                                                                
                                                                                                                                
          CS FOR SENATE BILL NO. 116(FIN) "An Act                                                                               
          making a special appropriation for energy assistance                                                                  
          for Alaska residents; and providing for an effective
