Senator Cowdery was excused from a call of the Senate. The prayer was offered by the Chaplain, Senator Huggins. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Our Most Precious Heavenly Father, Thank you for bringing us together here today. We ask thy forgiveness for those sins and transgressions that we may be guilty of. Equally important, we ask blessings for the people of our nation, the people of our state, and the people of our local communities. We ask for thy guidance as we move forward so that the things we do are productive, that they are right and done with your blessings. For those young men and women that serve our country abroad, we ask for thy blessings. Bring them out of harm's way. Father, we ask this in Jesus' name. Amen. Without objection, it was so ordered. Senator Ellis moved and asked unanimous consent for the adoption of the first supplemental calendar. Without objection, it was so ordered. Standing Committee Reports SB 4002 The Finance Committee considered SENATE BILL NO. 4002 "An Act establishing the Alaska resource rebate program and relating to the program; and providing for an effective date" and recommended it be replaced with CS FOR SENATE BILL NO. 4002(FIN) "An Act amending the bulk fuel bridge loan fund; amending the power cost equalization program, repealing the exclusion from eligibility for power cost equalization for certain power projects that take their power from hydroelectric facilities, and amending the definition of 'eligible electric utility' as it applies to the power cost equalization program and the grant program for small power projects for utility improvements; establishing the Alaska resource rebate program and relating to that program; and providing for an effective date." CS FOR SENATE BILL NO. 4002(FIN), comprised of work draft GS4057\T with conceptual Amendment 10 and Amendments 7, 8, and 11, was adopted in the Finance Committee. Consideration of the First Supplemental Calendar Second Reading of Senate Bills SB 4002 SENATE BILL NO. 4002 "An Act establishing the Alaska resource rebate program and relating to the program; and providing for an effective date" was read the second time. Senator Stedman, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute, offered on page 3242, consisting of work draft GS4057\T with conceptual Amendment 10 and attached Amendments 7, 8, and 11 which were on senators' desks. Without objection, the citation was adopted and referred to the Secretary for transmittal. Unfinished Business Senator Huggins moved and asked unanimous consent to amend a prior excusal (page 3237) in order to be excused from a call of the Senate from August 8 through January 10, 2009. Without objection, Senator Huggins was excused. Senator Therriault moved and asked unanimous consent to be excused from a call of the Senate from October 1 through October 31. Without objection, Senator Therriault was excused.
