The prayer was offered by the Chaplain, Reverend Paul Beran. Senator Olson moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Gracious and loving Father, we who are children of time come to You, above and beyond time. We thank You for those leaders who have gone before and in whose footsteps we follow: Their vision for Alaska and her people which continues to be our north star today; Their wisdom to discern between mediocrity and the best for all; Their selfless sacrifice in putting the long term interests of all the people above their own desires. Today as we follow in their footsteps of service help us to be leaders with vision, wisdom, and selfless sacrifice. This I pray in the Name of the One You sent, who came not to be served, but to serve, Jesus the Christ. Amen. SB 129 SENATE BILL NO. 129 BY SENATORS WAGONER, Therriault, Dyson, Wilken, Bunde, entitled: "An Act making a special appropriation for project evaluation for the Alaska gas market system; and providing for an effective date." was read the first time and referred to the Finance Committee. Recess Senator Stevens moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:55 a.m. 2007-03-19 Senate Journal Page 0593 After Recess Joint Session in the House Speaker Harris called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Green, who called the Joint Session to order at 11:09 a.m. The purpose of the Joint Session was to hear an address by the Honorable Ted Stevens, United States Senator. Senator Gary Stevens moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Samuels moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Green appointed Representative Joule and Senator Huggins to escort Senator Stevens to the Joint Session. The Senate Sergeant at Arms, Gary Stambaugh, announced U.S. Senator Stevens' entrance to the House Chamber. The Honorable Ted Stevens was escorted to the rostrum and welcomed by President Green. Senator Stevens delivered his address. This address appears in House and Senate Joint Journal Supplement No. 4. Following his address, there was a question and answer period. Senator Ted Stevens received a standing ovation and was escorted from the chamber by Senator Huggins and Representative Joule. Senator Gary Stevens moved and asked unanimous consent that the Joint Session stand in adjournment. Without objection, President Green adjourned the Joint Session at 12:00 p.m. 2007-03-19 Senate Journal Page 0594 After Recess In the Senate The Senate reconvened at 12:08 p.m. Consideration of the Calendar Second Reading of Senate Bills SB 59 SENATE BILL NO. 59 "An Act relating to the use of broadcasting to promote charitable raffles and lotteries" was read the second time. Senator Stedman, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 540. Senator Therriault objected, then withdrew his objection. There being no further objection, CS FOR SENATE BILL NO. 59(FIN) "An Act relating to the use of broadcasting to promote charitable raffles and lotteries and to establishing cabbage classics as a form of charitable gaming" was adopted. Senator Stevens moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Senator Therriault objected. President Green stated the bill will be on the March 21 calendar. Second Reading of House Bills HB 18 CS FOR HOUSE BILL NO. 18(HES) "An Act amending the functions and powers of the Alaska Commission on Postsecondary Education; and relating to the repayment provisions for medical education and postsecondary degree program participants" was read the second time. Senator Stedman, Cochair, moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered on page 566. Senator Therriault objected, then withdrew his objection.
