The Senate was called to order at 12:07 p.m. by the Honorable Sean Parnell, Lieutenant Governor. Invocation The prayer was offered by the Chaplain, Dr. Bradley Green, Head of the Augustine School and Assistant Professor of Christian Studies at Union University in Jackson, Tennessee. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Father, We come to ask for great wisdom and guidance as a group of men and women gather to govern. You teach in Holy Scripture that civil government is ordained by you, and that no authority arises apart from your sovereign guidance and will. As the Alaska Senate gathers to begin a new session, I ask that you bring to mind that while you are sovereign over your world, you have granted man the responsibility to govern under you. Remind us that while authority is real, it is always derivative and limited, and that authority and power are to be used for man's good and for your glory. I ask that you remind us that civil rulers are ultimately servants. You have ordained and instituted civil government, and representatives are ultimately servants for the good of citizens, and that civil government has been instituted to punish wrongdoing. I pray that you might have mercy on us, and forgive us, for we have failed you in many ways. Have mercy on us for ignoring evil, and for calling evil good. Have mercy on us for turning a blind eye to injustice. Have mercy on us for, like the wayward priests of Jeremiah's time, for even forgetting at times to ask "where is the Lord?" I pray that these Senators might keep in mind the "least among us," from the unborn to the very aged, and that the culture of Alaska might indeed be a "culture of life," as opposed to the "culture of death" so perceptively lamented by the previous Pope. 2007-01-16 Senate Journal Page 0003 I pray for both Christian and non-Christian, those both inside and outside of this Senate chamber. I pray that you might, through your grace, bestow mighty wisdom on these Senators. Bring to their minds that there rests upon them a high and mighty calling, the calling to lead and govern. Bring to their mind justice and fairness, and help them to govern in a way that leads to the good. I pray that these Senators might speak truth, and that they might govern in a way that brings honor and glory to you. That their decisions might indeed lead to justice, and that you might give them great insight and understanding as they deliberate, contend, and debate. Lord, we pray that this corner of the earthly city might be characterized by a real if incomplete justice. And that while we look forward to the city which is to come, the heavenly city, that we might live and act well and wisely in this city, while still looking ahead to that heavenly city to come. And Father, I pray that you might teach all of us humility, that all the wisdom we possess, all the strength we possess, all the mental capacities we enjoy, all of the physical stamina we have, are ultimately gifts. Every one, a gift. For you are sovereign and you are good. You are a gift-giving God, and these gifts are to be used for your service. Please help us to do so. Please help us to use the gifts you have bestowed for the good of our citizens, and for your glory. Help us to be the servants you have called us to be, and we pray that your will might be done in these days, both for our good, and for your glory. For it is in the name of Christ Jesus I pray. Amen. Lieutenant Governor Parnell requested Senator Bunde and Senator Olson to escort the President pro tempore to the rostrum. President pro tempore Davis requested Senator Olson and Senator Bunde to escort the Lieutenant Governor from the chamber. President pro tempore Davis announced that under provisions of law, AS 24.05.120, the Uniform Rules of the Twelfth Legislature, First Session, as amended in 1985, 1988, 1989, 1991, 1998, 2001, 2003 and 2004 will serve as the temporary rules of the current legislature until permanent rules are adopted.
