Senators Davis, Olson, Seekins were excused from a call of the Senate. Senators Bunde, Cowdery, French, Green, Therriault were absent. The prayer was offered by the Chaplain, Amanda Green. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Oh God, Please be with us today as we deliberate and debate. Guide our hearts, our minds and our mouths that we may do Your will. Grant us strength of conviction and flexibility in our thinking. Chapter 105, SLA 2006 Effective Date: 8/5/06 Special Committee Reports SB 3002 The Special Committee on Natural Gas Development considered SENATE BILL NO. 3002 "An Act relating to the Alaska Stranded Gas Development Act; relating to municipal impact money received under the terms of a stranded gas fiscal contract; relating to determination of full and true value of property and required contributions for education in municipalities affected by stranded gas fiscal contracts; and providing for an effective date" and recommended it be replaced with 2006-08-05 Senate Journal Page 3715 CS FOR SENATE BILL NO. 3002(NGD) "An Act amending the time allowed under the Alaska Stranded Gas Development Act for the commissioner of revenue to summarize public comments, propose amendments, if any, and make findings and a determination; and providing for an effective date." Consideration of the Calendar Second Reading of Senate Bills SB 3002 SENATE BILL NO. 3002 "An Act relating to the Alaska Stranded Gas Development Act; relating to municipal impact money received under the terms of a stranded gas fiscal contract; relating to determination of full and true value of property and required contributions for education in municipalities affected by stranded gas fiscal contracts; and providing for an effective date" was read the second time. Senator Gary Stevens moved and asked unanimous consent for the adoption of the Special Committee on Natural Gas Development Committee Substitute offered on page 3715.
