Senators Bunde, French were excused from a call of the Senate. Senators Guess, Huggins, Olson, Seekins, Therriault, Wagoner were absent. The prayer was offered by the Chaplain, Q Smyth. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Heavenly Father, we ask for Your assistance as we deliberate today. Give us Your guidance as we listen and speak on matters important to all the people of Alaska. With Your assistance today, we will be productive and successful. Also, we ask that You watch over our friends and family while we are busy with the affairs of our State. Amen. Senator Stedman led the Senate in the Pledge of Allegiance. Certification Senator Gary Stevens moved and asked unanimous consent that the journal for the first legislative day be approved as certified by the Secretary. Recess Senator Gary Stevens moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:52 a.m. After Recess Joint Session in the House The presence of Senators Huggins, Seekins, Therriault, Wagoner was noted. Speaker Harris called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Stevens, who called the Joint Session to order at 11:09 a.m. The purpose of the Joint Session was to hear an address by the Honorable Frank H. Murkowski, Governor. Senator Gary Stevens moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Foster, Acting Majority Leader, moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Stevens appointed Representatives Wilson and Cissna to escort Governor Murkowski to the Joint Session. The Senate Sergeant at Arms, Gary Stambaugh, announced Governor Murkowski's entrance to the House Chamber. The Honorable Frank H. Murkowski was escorted to the rostrum and welcomed by President Stevens. 2006-07-13 Senate Journal Page 3637 Governor Murkowski delivered his address. This address appears in Senate and House Joint Journal Supplement No. 17. The Governor received a standing ovation and was escorted from the chamber by Representatives Wilson and Cissna. Senator Gary Stevens moved and asked unanimous consent that the Joint Session stand in adjournment. Representative Stoltze objected. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date" become law notwithstanding the Governor's line item veto. Objections were heard. The question being: "Shall Section 62, Pages 177 - 178, subsections (a) - (h) and (j) of HOUSE CS FOR CS FOR SENATE BILL NO. 231(FIN) am H(brf sup maj pfld H) become law notwithstanding the Governor's line item veto?"
