The prayer was offered by the Chaplain, Amanda Green. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. God grant me the serenity to accept those things we cannot change, the courage to change those things that we can and the wisdom to know the difference. Amen. Certification Senator Gary Stevens moved and asked unanimous consent that the journal for the twenty-sixth legislative day be approved as certified by the Secretary. Chapter 52, SLA 2006 Effective Date: See Chapter HB 149 Message was read stating the Governor signed the following bill on June 2 and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: CONFERENCE CS FOR HOUSE BILL NO. 149 "An Act relating to controlled substances; relating to the crimes of manslaughter, endangering the welfare of a child, and misconduct involving a controlled substance; relating to the manufacture of methamphetamine and to the sale, possession, and delivery of certain substances and precursors used in the manufacture of methamphetamine; relating to listing certain anabolic steroids as controlled substances; and providing for an effective date." Chapter 54, SLA 2006 Effective Date: 7/1/06 2006-06-05 Senate Journal Page 3567 SB 171 Message was read stating the Governor signed the following bill on June 3 and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: HOUSE CS FOR CS FOR SENATE BILL NO. 171(CRA) "An Act amending the National Petroleum Reserve - Alaska special revenue fund to require allocation and deposit to the Alaska permanent fund and the public school fund of amounts in the percentages that are prescribed by law of the money obtained by the state as semiannual payments of a share of National Petroleum Reserve - Alaska sales, rentals, bonuses, and royalties received by the federal government that have not been appropriated from the state's special revenue fund for grants to municipalities, to authorize pro rata reductions in those fund allocations and deposits if amounts are insufficient to make those deposits in full, and, as to amounts received by the state in excess of amounts appropriated for grants to municipalities, to identify a priority of authorization for appropriations to offset past deficiencies in allocations and deposits of those funds before appropriations to other state funds or for other purposes for which the state may use its share of these payments; and directing that appropriations from the fund made as grants for activities, services, and facilities shall be identified as capital appropriation items and that the amounts of each item shall be specified." Chapter 55, SLA 2006 Effective Date: 9/1/06 Special Committee Reports SB 2004 The Senate Special Committee on Natural Gas Development considered SENATE BILL NO. 2004 "An Act relating to the Alaska Stranded Gas Development Act, including clarifications or provision of additional authority for the development of stranded gas fiscal contract terms; making a conforming amendment to the Revised Uniform Arbitration Act; relating to municipal impact money received under the terms of a stranded gas fiscal contract; and providing for an effective date" and recommended it be replaced with 2006-06-05 Senate Journal Page 3568 CS FOR SENATE BILL NO. 2004(NGD) "An Act relating to the Alaska Stranded Gas Development Act, including clarifications or provision of additional authority for the development of stranded gas fiscal contract terms; making a conforming amendment to the Revised Uniform Arbitration Act; relating to municipal impact money received under the terms of a stranded gas fiscal contract; relating to determination of full and true value of property and required contributions for education in municipalities affected by stranded gas fiscal contracts; and providing for an effective date." Consideration of the Calendar Second Reading of Senate Bills SB 2004 SENATE BILL NO. 2004 "An Act relating to the Alaska Stranded Gas Development Act, including clarifications or provision of additional authority for the development of stranded gas fiscal contract terms; making a conforming amendment to the Revised Uniform Arbitration Act; relating to municipal impact money received under the terms of a stranded gas fiscal contract; and providing for an effective date" was read the second time. 2006-06-05 Senate Journal Page 3569 Senator Seekins, Chair, moved and asked unanimous consent for the adoption of the Senate Special Committee on Natural Gas Development Committee Substitute offered on page 3568. Without objection, CS FOR SENATE BILL NO. 2004(NGD) "An Act relating to the Alaska Stranded Gas Development Act, including clarifications or provision of additional authority for the development of stranded gas fiscal contract terms; making a conforming amendment to the Revised Uniform Arbitration Act; relating to municipal impact money received under the terms of a stranded gas fiscal contract; relating to determination of full and true value of property and required contributions for education in municipalities affected by stranded gas fiscal contracts; and providing for an effective date" was adopted. President Stevens stated CS FOR SENATE BILL NO. 2004(NGD) will be on the June 6 calendar.
