Full Journal pdf2006-03-17 Senate Journal Page 2497 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-FOURTH LEGISLATURE SECOND SESSION Juneau, Alaska Friday March 17, 2006 Sixty-eighth Day Pursuant to adjournment the Senate was called to order by President Stevens at 11:13 a.m. The roll showed seventeen members present. Senators Hoffman, Kookesh were excused from a call of the Senate. Senator Cowdery was absent. The prayer was offered by the Chaplain, David Dierdorff of the Juneau Unitarian Universalist Fellowship. Senator Olson moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Please join me in reverence. Spirit of life and love, God of th many names, on this 17 day of March, a day so important to the Irish of the world, we give thanks for the many contributions to our nation and our state by those of Irish descent. We also give thanks for one of the little known contributions of the man we remember as St. Patrick - the fact that the monasteries started by him in England and Ireland became important repositories of learning during the Dark Ages centuries later. As the men and women of the Alaska Senate make their important decisions over the next several weeks, let them be mindful of the lesson of St. Patrick's life work - what we do today may have consequences tomorrow, next week, next year, or hundreds of years from now. Messages from the Governor HB 217 Message dated and received March 17 was read, stating the Governor signed the following bill and transmitted the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR HOUSE BILL NO. 217(FIN) "An Act relating to the determination of full and true value of taxable municipal property for purposes of providing planning assistance to the Department of Education and Early Development and the legislature, calculating funding for education, calculating school district participating shares for school construction grants, and calculating tax resource equalization payments and excluding from that determination the value of property in certain areas detached from a municipality and the value of certain property involved with oil and gas that is not taxed by a municipality." Consideration of the Calendar Second Reading of House Bills HB 251 CS FOR HOUSE BILL NO. 251(RES) "An Act authorizing the Board of Fisheries to adopt regulations regarding fishing by a person who holds two entry permits for a salmon fishery" was read the second time. Senator Wagoner, Chair, moved and asked unanimous consent for the adoption of the Resources Senate Committee Substitute offered on page 2034. Senator Ellis objected, then withdrew his objection. There being no further objection, SENATE CS FOR CS FOR HOUSE BILL NO. 251(RES) was adopted. Unfinished Business HB 489 President Stevens made the following committee referral change to CS FOR HOUSE BILL NO. 489(RLS) "An Act relating to the treatment of charity events by the Alaska Public Offices Commission and under the law governing legislative ethics; and providing for an effective date." He replaced the Rules Committee referral with a State Affairs Committee referral. The bill was referred to the State Affairs Committee.
