Senator Bunde was excused from a call of the Senate. Senator Guess was absent. The prayer was offered by the Chaplain, Senator Stedman. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. This is a prayer written by Andrea Keikkala. Oh God of Many Names. Sustainer of all Worlds. You encompass the whole universe within yourself for everything exists in you. Breathe your everlasting Spirit in us. Enlighten us with your truth. Pour your wisdom in our hearts so that we become enriched and renewed. Lay your hands upon us as we make substantial decisions that affect Alaskans. Guide us as we mold policies in the best interest of the people. Lead us as we take a proactive approach to cure the gaps that have occurred in our system. Amen. Senator Davis led the Senate in the Pledge of Allegiance. 2005-05-05 Senate Journal Page 1346 Certification Senator Gary Stevens moved and asked unanimous consent that the journal for the one hundred fifteenth legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Recess Senator Gary Stevens moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:59 a.m. After Recess Joint Session in the House Speaker Harris called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Stevens, who called the Joint Session to order at 11:13 a.m. The purpose of the Joint Session was to consider confirmation of the Governor's appointments. Objections were heard and Representative Samuels was required to vote. Representative Weyhrauch declared a conflict of interest and requested a ruling from the Chair regarding the necessity of conflict disclosures on the floor. Speaker Harris stated advice from counsel indicates disclosure is not required. President Stevens further stated that if a conflict has been previously disclosed to the Alaska Public Offices Commission, disclosure is unnecessary.
