Representatives Chenault and Gara were absent and their presence was noted later. Representatives Kerttula, Salmon, and Weyhrauch were absent. Representative Coghill moved and asked unanimous consent that Representatives Anderson, Gruenberg, McGuire, Rokeberg, and Thomas be excused from a call of the House today. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Representative Coghill. Representative LeDoux moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. Let us pray: My God and my Savior: I am pleased to lead this prayer before my fellow legislators, friends, and Alaskans. We live in a beautiful land with wonderful people and great opportunities, and for this we give thanks. So please guide us as we work out the stewardship responsibilities laid before us. 2006-08-01 House Journal Page 4268 We are reminded of others in this state that are faithful in discharging their duties in employment, business, and military endeavors. In remembering others in their integrity and sacrifice, we are humbled when we are tempted to complain. Many have sacrificed unto death and left families for us to honor. I am grateful to be a representative and a member of this particular body of Alaskans. Therefore I offer thanks for the work before us and ask for Your divine guidance. I pray in Jesus' name. Amen. CERTIFICATION OF THE JOURNAL Representative Coghill moved and asked unanimous consent that the journal for the 20th legislative day of the Third Special Session be approved as certified by the Chief Clerk. MESSAGES FROM THE GOVERNOR HB 378 A message dated July 31, 2006, was read stating the Governor has signed the following bill July 30 and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: CS FOR HOUSE BILL NO. 378(RES) "An Act providing for selection of a member of the Haines Borough Assembly to serve as an ex officio member of the Alaska Chilkat Bald Eagle Preserve Advisory Council and removing the mayor of the City of Haines as an ex officio member of the council." HB 426 A message dated July 31, 2006, was read stating the Governor has signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 426(FIN) "An Act relating to cooperation of insurers with the Department of Health and Social Services; relating to subrogation, assignment, and lien rights and notices for medical assistance claims; relating to recovery of medical assistance overpayments; relating to asset transfers and income diversion by medical assistance applicants; relating to assets and Medicare enrollment as they affect medical assistance coverage; relating to home and community-based services; relating to medical assistance applications for persons under 21 years of age; requiring a report by the Department of Health and Social Services; and providing for an effective date."
