Pursuant to the Governor's proclamation (page 3955), dated May 9,                                   
2006, the House was called to order by Speaker Harris at 11:10 a.m.                                 
                                                                                                    
Roll call showed 33 members present.  Representatives Crawford,                                     
Gara, Kapsner, Kott, Ramras, Rokeberg, and Salmon were absent and                                   
their presence was noted later.                                                                     
                                                                                                    
The invocation was offered by the Chaplain, Representative Coghill.                                 
Representative Dahlstrom moved and asked unanimous consent that                                     
the invocation be spread on the journal.  There being no objection, it                              
was so ordered.                                                                                     
                                                                                                    
    Let us pray.                                                                                    
                                                                                                    
    As we bow together this morning to stand quiet before our                                       
    creator, we reflect on the blessings of the Almighty for life                                   
    and health:  for our freedoms, for the privilege of serving our                                 
    generation, for rule of law that is clear and dependable, for the                               
    blessing of a bountiful land, and the good problems that                                        
    prosperity brings.                                                                              
                                                                                                    
    We entreat You for guidance and wisdom in this special                                          
    session as we consider the issues before us.                                                    
                                                                                                    
    Thank You Almighty God in heaven.  I pray in the name of                                        
    my Lord Jesus Christ.  Amen.

                     CERTIFICATION OF THE JOURNAL                                                
                                                                                                    
Representative Coghill moved and asked unanimous consent that the                                   
journal for the 119th legislative day be approved as certified by the                               
Chief Clerk.  There being no objection, it was so ordered.                                          
                                                                                                    
                       MESSAGES FROM THE SENATE                                                  
                                                                                                    
A message dated May 9, 2006, was received stating the Senate has                                    
accepted the invitation to meet in joint session in the House Chamber                               
at 11:15 a.m., May 10 to hear the Governor's address.                                               
                                                                                                    
The Speaker stated that the House would stand at ease to allow the                                  
members of the Senate to enter the Chamber; and so, the House stood                                 
at ease at 11:12 a.m.                                                                               
                                                                                                    
                            AFTER AT EASE                                                        
                                                                                                    
The Speaker called the House back to order at 11:15 a.m.                                            
                                                                                                    
**The presence of Representatives Crawford, Gara, Kapsner, Kott,                                    
Ramras, Rokeberg, and Salmon was noted.                                                             
                                                                                                    
                      JOINT SESSION IN THE HOUSE                                                 
                                                                                                    
In accordance with Uniform Rule 51, Speaker Harris turned the gavel                                 
over to President Ben Stevens who called the joint session to order at                              
11:16 a.m.                                                                                          
                                                                                                    
The purpose of the joint session was to hear an address by the                                      
Honorable Frank H. Murkowski, Governor of Alaska.                                                   
                                                                                                    
Senator Gary Stevens moved and asked unanimous consent that the                                     
roll call of the Senate be waived and all members be shown as present.                              
There being no objection, it was so ordered.                                                        
                                                                                                    
Representative Coghill moved and asked unanimous consent that the                                   
roll call of the House be waived and all members be shown as present.

President Ben Stevens appointed Representative Meyer and Senator                                    
Gary Stevens to escort the Governor to the joint session.                                           
                                                                                                    
The Senate Sergeant-at-Arms announced the Governor's entrance into                                  
the House Chamber.                                                                                  
                                                                                                    
Governor Murkowski delivered his address and it is published in                                     
Senate and House Joint Journal Supplement No. 16.                                                   
                                                                                                    
Governor Murkowski received a standing ovation and was escorted                                     
from the Chamber by Representative Meyer and Senator Gary                                           
Stevens.                                                                                            
                                                                                                    
Senator Gary Stevens moved and asked unanimous consent that the                                     
joint session adjourn.  There being no objection, President Ben                                     
Stevens adjourned the joint session at 11:46 a.m.                                                   
                                                                                                    
The Speaker ordered the House at ease to allow members of the Senate                                
to leave the Chamber.
