Roll call showed 26 members present.  Representative Cissna had                                     
been previously excused from a call of the House today (page 2874)                                  
and her presence was noted later.  Representative Joule had been                                    
previously excused from a call of the House today (page 2838) and his                               
presence was noted later.  Representatives Anderson, Berkowitz,                                     
Crawford, Croft, Gara, Gardner, Guttenberg, Kapsner, Moses, and

Representative Coghill moved and asked unanimous consent that

     great state.  May we always be mindful of our responsibility                                   
     and strong enough to fulfill it.  May partisan opinion always

exploration and development. It is also the intent of the legislature that
