MESSAGES FROM THE GOVERNOR A letter dated March 8, 2005, was read stating that, in accordance with AS 44.64.010(4)(c), the Governor submits the following name for legislative confirmation of appointment for a five-year term to the position set out below: Chief Administrative Law Judge Ms. Terry L. Thurbon The Speaker referred the appointment to the Judiciary Committee. A resume for the appointment is on file in the Chief Clerk's office. SB 62 A message dated March 9, 2005, was read stating the Governor has signed the following bill and is transmitting the engrossed and enrolled copies to the Lieutenant Governor's office for permanent filing: SENATE BILL NO. 62 "An Act making a supplemental appropriation for increased operating costs of the division of elections; and providing for an effective date." 2005-03-10 House Journal Page 0578 Chapter No. 1, SLA 2005 Effective Date: March 10, 2005 HB 187 A letter dated March 9, 2005, was received stating the Governor's transmittal letters for the following were inadvertently interchanged: HOUSE BILL NO. 187 "An Act establishing the Alaska capital income account within the Alaska permanent fund; relating to deposits into the account; relating to certain transfers regarding the Amerada Hess settlement to offset the effects of inflation on the Alaska permanent fund; and providing for an effective date." and HOUSE BILL NO. 188 "An Act establishing the State of Alaska Capital Corporation; authorizing the issuance of bonds by the State of Alaska Capital Corporation to finance capital improvements in the state; and providing for an effective date." The transmittal letter accompanying HB 187 (page 449) actually pertains to HB 188 and the transmittal letter accompanying HB 188 (page 450) actually pertains to HB 187. REPORTS OF SPECIAL COMMITTEES HJR 15 The House Special Committee on Fisheries has considered: HOUSE JOINT RESOLUTION NO. 15 Relating to open ocean aquaculture in the federal exclusive economic zone. and recommends it be replaced with: CS FOR HOUSE JOINT RESOLUTION NO. 15(FSH) (same title) The report was signed by Representatives LeDoux and Thomas, Co- chairs, with the following individual recommendations: Do pass (4): Harris, Wilson, LeDoux, Thomas The following fiscal note(s) apply to CSHJR 15(FSH): 1.
