Full Journal pdf2006-03-27 House Journal Page 2891 SB 232 The following, which was advanced to third reading from the March 24, 2006, calendar (page 2871), was read the third time: HOUSE CS FOR CS FOR SENATE BILL NO. 232(FIN) "An Act making appropriations, supplemental appropriations, and capital appropriations; amending appropriations and funding sources; making appropriations to capitalize funds; and providing for an effective date." **The presence of Representatives Crawford, Kapsner, Anderson, Gara, and Moses was noted. Representative Chenault moved and asked unanimous consent that HCS CSSB 232(FIN) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. 2006-03-27 House Journal Page 2892 The Speaker stated that, without objection, HCS CSSB 232(FIN) would be returned to second reading for all amendments. Amendment No. 1 was offered by Representatives Chenault and Harris: Page 7, line 13, following "DEVELOPMENT.": Insert "(a)" Page 7, following line 17: Insert new subsections to read: "(b) The sum of $750,000 is appropriated from the general fund to the Department of Commerce, Community, and Economic Development for payment as a grant under AS 37.05.316 to Arctic Power for education efforts to open the coastal plain of the Arctic National Wildlife Refuge for oil and gas exploration and development, for the fiscal years ending June 30, 2006, and June 30, 2007. (c) The sum of $3,000,000 is appropriated from the general fund to the Department of Commerce, Community, and Economic Development for payment as a grant under AS 37.05.316 to Pac/West Communications for education efforts to open the coastal plain of the Arctic National Wildlife Refuge for oil and gas exploration and development, for the fiscal years ending June 30, 2006, and June 30, 2007. (d) It is the intent of the legislature that Arctic Power and Pac/West Communications coordinate with the Alaska delegation in Congress and the Office of the Governor in Washington, D.C., to use the funds for the development of an education effort to promote the opening of the Arctic National Wildlife Refuge to oil and gas exploration and development. It is also the intent of the legislature that not more than five percent of the grant to Arctic Power be used for administrative costs."
