Senators Davis, Hoffman were excused from a call of the Senate. The prayer was offered by the Chaplain, Major Larry Fankhauser of The Salvation Army. Senator Olson moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Good Morning, Lord. We want to be a help and an encouragement to those we serve in this great state. Yet sometimes our ideas of how to do that are different from theirs. Please grant us the wisdom and discernment to know what will work best for each person in the unique situations they find themselves. Help us to remember that developing a listening ear is the first step toward having an understanding heart, and show us to use humor to help keep things in perspective. Senator Guess moved and asked unanimous consent that the bill be returned to second reading for the specific purpose of considering Amendment No 1. Senators Elton, Davis, Ellis, French, Guess, Hoffman, Lincoln, Olson offered the following Letter of Intent: Letter of Intent It is the intent of the Legislature to strongly encourage the Department of Health and Social Services to inform eligible Alaska seniors throughout the state of the revised federal poverty level guidelines due for re-evaluation by the federal government in April 2004, and again the following year. The department should do so in order that Alaskans who may not currently qualify but may become eligible when the federal poverty level guidelines are revised will be aware of their eligibility. The department is strongly encouraged to direct its educational and media campaign to those who are current recipients of the SeniorCare Assistance Program along with those not enrolled in the program so the broadest number of Alaska seniors are informed when the federal poverty level guidelines are altered. 2004-02-19 Senate Journal Page 2230 Senator Elton moved for the adoption of the Letter of Intent.
