Full Journal pdf2003-01-23 Senate Journal Page 0039 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-THIRD LEGISLATURE -- FIRST SESSION Juneau, Alaska Thursday January 23, 2003 Third Day Pursuant to adjournment the Senate was called to order by President Therriault at 6:36 p.m. The roll showed sixteen members present. Senators Austerman, Ogan, Wagoner, Wilken were absent. The prayer was offered by the Chaplain, Senator Green. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear Heavenly Father, we know that in our life we have many occasions in which we get to hear the Golden Rule. In every great religion and from every great teacher, there is a version of the Golden Rule that tells us to do unto others as you would have them do unto you. We ask that You remind us of that and give us the wisdom and understanding to keep that in mind and to be humble to that. We ask that as we make mistakes, You grant forgiveness. As we do something that is incredibly wonderful, help us that we not be too full of pride, and in all things, help us to do unto others as we would have done unto us. We ask these things in Christ's name. Amen. Senator Bunde led the Senate in the Pledge of Allegiance. 2003-01-23 Senate Journal Page 0040 Certification Senator Stevens moved and asked unanimous consent that the journal for the second legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the House Message dated January 23, 2003, was read, stating: The House of Representatives respectfully invites the Senate to a Joint Session of the Twenty-third Alaska Legislature at 11:00 a.m. on Wednesday, March 5, 2003, for the purpose of hearing Chief Justice Dana Fabe deliver her State of the Judiciary message. Senator Stevens moved and asked unanimous consent that the Senate accept the House invitation to meet in Joint Session. Without objection, it was so ordered. The Secretary was requested to notify the House. The presence of Senator Ogan was noted. Introduction and Reference of Senate Resolutions SCR 2 SENATE CONCURRENT RESOLUTION NO. 2 BY SENATOR ELLIS, Relating to children's environmental health. was read the first time and referred to the Health, Education and Social Services and State Affairs Committees. 2003-01-23 Senate Journal Page 0041 Unfinished Business Senator Olson moved and asked unanimous consent to be excused from a call of the Senate on January 24. Without objection, Senator Olson was excused. Senator Seekins moved and asked unanimous consent to be excused from a call of the Senate from January 24 through plane time, January 26, and from January 31 through plane time, February 2. Without objection, Senator Seekins was excused. Recess Senator Stevens moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 6:42 p.m. After Recess Joint Session in the House Speaker Kott called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Therriault, who called the Joint Session to order at 7:02 p.m. The purpose of the Joint Session was to hear an address by the Honorable Frank Murkowski. Senator Stevens moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Coghill moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Therriault introduced the First Lady, Nancy Murkowski; the wife of the Lieutenant Governor, Carolyn Leman; and the Speaker of the Oklahoma State House, Representative Larry Adair. 2003-01-23 Senate Journal Page 0042 President Therriault appointed Representative Dahlstrom and Senator Olson to escort Governor Murkowski to the Joint Session. The Senate Sergeant at Arms, Jamiann Stevens, announced Governor Murkowski's entrance to the House Chamber. The Honorable Frank Murkowski was escorted to the rostrum and introduced by President Therriault. Governor Murkowski delivered his address. This address appears in Senate and House Joint Journal Supplement No. 1. The Governor received a standing ovation and was escorted from the chamber by Senator Olson and Representative Dahlstrom. Senator Stevens moved and asked unanimous consent that the Joint Session stand in adjournment. Without objection, President Therriault adjourned the Joint Session at 7:56 p.m. After Recess In the Senate The Senate reconvened at 8:01 p.m. Announcements Announcements are at the end of the journal. Adjournment Senator Stevens moved and asked unanimous consent that the Senate stand in adjournment until 10:00 a.m., January 24, 2003.
