Pursuant to adjournment the House was called to order by Speaker                                    
Kott at 12:49 p.m.                                                                                  
                                                                                                    
Roll call showed 25 members present.  Representative Croft had been                                 
previously excused (page 1721) from a call of the House.                                            
Representative Joule had been previously excused from a call of the                                 
House today.  Representatives Berkowitz, Cissna, Crawford, Gara,                                    
Gruenberg, Guttenberg, Kerttula, Kohring, Kookesh, McGuire, Moses,                                  
and Rokeberg were absent and their presence was noted later.                                        
Representative Kapsner was absent and later excused (page 1998).                                    
                                                                                                    
The invocation was offered by the Chaplain, Representative Coghill.                                 
Representative Fate moved and asked unanimous consent that the                                      
invocation be spread on the journal.  There being no objection, it was

    grateful hearts and openness to direction from You.  We are

    this state.  We are grateful for those who have gone before us                                  
    in building and maintaining this form of government that                                        
    gives us the opportunity to bring our convictions,                                              
    philosophies, and passions to the public debate.                                                
                                                                                                    
    We are grateful for the richness that Alaskans send in their                                    
    chosen representatives, in the diversity of culture and                                         
    character and their commitment to doing what is best for all                                    
    our people.  This job is bigger than we are as individuals and                                  
    even as a collective body, therefore, we come before Your                                       
    presence for guidance in the way we do things and the things                                    
    we do.                                                                                          
                                                                                                    
    Our trust is that through the passion of our lives, Your                                        
    purposes will be fulfilled, and we will be a blessing to the                                    
    people we serve.  We pause to give thanks for Your grace in                                     
    protecting our fellow laborers, Reggie, Eric, and Mary and her
