Full Journal pdf2001-05-07 House Journal Page 1663 SB 174 The following was read the second time: CS FOR SENATE BILL NO. 174(RLS) "An Act establishing a base student allocation for purposes of determining education funding in the amount of $4,010; providing that only 50 percent of the annual increase in assessed value may be included for purposes of calculating the required contribution to education from a city or borough school district; providing that a community with at least 101 students but not more than 425 students in average daily membership is counted as one elementary and one secondary school, and that, in a community with more than 425 students in average daily membership, each facility administered as a separate school, except certain alternative schools, is counted as a school; and providing for an effective date." with the: Journal Page FIN RPT HCS(FIN) 6DP 1NR 3AM 1645 FN2: (EED) 1646 Representative James moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: HOUSE CS FOR CS FOR SENATE BILL NO. 174(FIN) (same title) There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Berkowitz: Page 3, line 5: Insert new bill sections to read: "* Sec. __. AS 14.17.490(d) is amended by adding a new section to read: (d) Beginning in fiscal year 2004 [2000], if a district receives more public school funding under AS 14.17.410 than the district received in the preceding fiscal year, any amount received by the district under this section shall be reduced. The amount of the 2001-05-07 House Journal Page 1664 reduction required under this subsection is equal to the amount of increase from the preceding fiscal year in public school funding multiplied by 40 percent. In this subsection, "public school funding" does not include funding under this section. * Sec. __. AS 14.17.490(e) is amended to read: (e) Beginning is fiscal year 2004 [2000], in each fiscal year, the department shall compare each district's ADM with the district's ADM in fiscal year 1999. If the current fiscal year ADM is less than 95 percent of the district's ADM in fiscal year 1999, the department shall reduce the district's public school funding calculated under (a) of this section by a percentage equal to the percentage of decrease in the district's ADM." Representative Croft moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Mulder objected. Representative Ogan rose to a point of order regarding improper reference to the other Body. The Speaker cautioned the member to proceed in order.
