Senators Donley, Ellis, Miller were excused from a call of the Senate. Senators Green, Taylor, Ward were absent. The prayer was offered by the Chaplain, Nora Muller of the Juneau Friends Meeting. O God, we come before You today at the start of another week of our legislative session, with many decisions before us and many people depending on our efforts. Thank You for the opportunity to serve our fellow Alaskans, and for the chance to be a part of the history of our beloved state. Help us to hold You in our hearts as we seek the best ways to govern our great land, that we may see and answer to that of God in each Alaskan man, woman, and child, as we balance their needs and concerns with the complex exigencies of government. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date. 2000-04-03 Senate Journal Page 2836 SB 250 Chapter 8, SLA 2000 Effective Date: 4/1/00 This bill I have signed provides for the most immediate needs for programs requiring supplemental funds for FY 00 including fire suppression, power cost equalization, longevity bonus grants and child support enforcement. There are other programs requiring supplemental funding which will need to be addressed this session. I am vetoing the reappropriation item in this bill that takes money previously appropriated for the Sitka Shuttle Ferry and puts it toward a Baranof Island Terminal Road. The Sitka Ferry Shuttle is a vital part of the Southeast Alaska Transportation Plan that was developed with the support of the communities of Southeast Alaska. The Shuttle would provide greatly improved access to Sitka and is in the procurement process. The Baranof Island Terminal Road does not have widespread support, is not a part of the Southeast Plan and would cost over $145 million to build over many years.
