Unfinished Business Senators Ward, Halford offered the following: Sense of the Alaska State Senate One of the important functions of government is to assist its citizens to better themselves through many social and economic opportunities. One basic opportunity is in economic development and the creation of jobs through new industries and expansion of existing industries. One easy way to increase private sector business and new job opportunities is to maintain a policy for state-owned and operated government services to purchase and manufacture through Alaskan- owned business and industry. Many highly technical and experienced Alaskan businesses are undercapacity due to the slowdown in petroleum industry work. These same businesses can provide many competitively priced services to fill needs for state-owned and operated goods and services that traditionally have gone to out of state businesses and industries. The Alaska Railroad Corporation has issued a Request for Proposal due by May 3, 1999 (99-13-18685) for the design and construction of three rail barges and the charter and operation of tugboat service between Seattle and Alaska. Alaska owned businesses and industry have demonstrated through similar type construction projects that this Alaska Railroad Corporation project can be done on time and on budget by using local qualified and proven manufacturing industries. Not only keeping Alaska money in Alaska, but more importantly employing locally skilled labor through local job opportunities. It is the SENSE OF THE ALASKA SENATE that all state-owned and operated government services utilize Alaska-owned and operated business and industry to fill their needs for goods and services when 1999-04-23 Senate Journal Page 1070 Alaska-owned business and industry is competitive with traditional outside sources. That the Alaska Railroad Corporation strongly consider using existing Alaskan-owned and operated business and industry to design and construct their three new rail barges and to provide tugboat charter service between Seattle and Alaska as referenced by RFP 99-13-18685.
