Senator Halford was absent. Senator Mackie moved and asked unanimous consent that Senator Halford be excused from a call of the Senate on March 29 due to illness. Without objection, Senator Halford was excused. The prayer was offered by the Chaplain, Pastor Leon Thompson of Chapel by the Lake Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Dear God, A new day has dawned upon us ushering in a new week. We are reminded of the words of the psalmist: I lift up my eyes to the hills, where does my help come from? My help comes from the Lord, the maker of heaven and earth. When we lift our eyes to the hills looking beyond ourselves we see the grandeur and glory of what God has created and our hearts are filled with thanksgiving. Creator God, You made all that is good and we give thanks. You made each of us unique and special. You have given special gifts, abilities and talents to these senators and for this we give thanks. We pray that wisdom would reign upon them as they act and create on behalf of the people of this land we call Alaska. We thank You for their willingness to serve and the time and energy they spend on 715 1999-03-29 Senate Journal Page 0716 behalf of those whom they represent. Protect their families as they are away from them for long periods of time. Help them feel the weight of responsibility and at the same time undergird them with strength, creativity, wisdom, energy, courage, imagination and love. Soon this will be another day in history, but at the close of this day following long meetings, telephone conversations, messages received and returned, dialogue with co-workers and the reading of endless reports may each person here be able to say, Thank You God for being in the midst of all I have done. We pray this to the One who created us and sustains us through all of life. Amen. Senator Leman led the Senate in the Pledge of Allegiance. Senator Mackie moved and asked unanimous consent that the Senate accept the House invitation to meet in Joint Session. Without objection, it was so ordered. Governors transmittal letter dated March 26: 1999-03-29 Senate Journal Page 0721 SB 124 Dear President Pearce: Since the beginning of my Administration, state agencies have taken great strides to "plug into" the high technology age. We increasingly use electronic means to communicate with the public, whether it be to renew a driver's license, check the status of a permanent fund dividend application, or offer up-to-the-minute election results. This bill I transmit today is yet another effort by the state to make it easier for the public to conduct business with us through electronic communication. It will allow application for fish and game licenses "on line" and lay the groundwork for the state to eventually issue paperless licenses. A process allowing fishers and hunters to apply for and receive licenses, permits, or tags electronically should reduce paperwork for the public and the state while building a better, more efficient system for license management. I urge your prompt and favorable action on this measure.
