Pursuant to adjournment, the House was called to order by Speaker              
Porter at 10:03 a.m.                                                           
                                                                               
                                                                               
Roll call showed 36 members present.  Representatives Joule and                
Phillips had been previously excused from a call of the House today.           
Representative Williams was absent and his presence was noted later.           
                                                                               
Representative Green moved and asked unanimous consent that                    
Representative James be excused from a call of the House today.                
There being no objection, it was so ordered.                                   
                                                                               
                                                                               
The invocation was offered by the Chaplain, Pastor Paul Beran of the           
Resurrection Lutheran Church.  Representative Hudson moved and                 
asked unanimous consent that the invocation be spread on the journal.

Almighty God and gracious Father,                                             
                                                                               
As the mountains of snow surround us we are reminded that                     
You are the Creator, we the creature.  Thank You for eyes to                   
behold the dazzling beauty.                                                    
                                                                               
We thank You for the responsibilities and opportunities                       
entrusted to us as elected leaders by the people of Alaska.                    
Purify our hearts of all selfishness that we might serve the                   
people with singleness of purpose.  Help us to forgive the                     
wrongs which we have experienced lest unknowingly we hurt                      
another in the same way.  Stretch the horizons of our minds,

lest we be locked into the little boxes that would easily                      
imprison our search for creative solutions.  So lead us that we                
might rightly and sensitively govern the people of this great
