The Chief Clerk notified the Senate. CCS HB 50 was referred to the Chief Clerk for engrossment and enrollment. The House reverted to: MESSAGES FROM THE GOVERNOR The following proclamation dated May 19, 1999, was read: "Under the authority of art. II, sec. 9, and art. III, sec. 17, of the Alaska Constitution, and in the public interest, I call the Twenty First Legislature of the State of Alaska into its first special session at Juneau, Alaska, in the legislative chambers on May 20, 1999, at 1:00 p.m., to consider: (1)HCS CSSB 32(FIN) which proposes the enactment of laws making and amending appropriations and reappropriations; making and amending appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund and
