The prayer was offered by the Chaplain, Father Jerome Cwiklinski of St. Nicholas Orthodox Christian Church. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Lord, have mercy. O Lord God of Righteousness, our Strength, our Help, our Refuge in evil days, raise up those whose souls have sunk into the abyss of perdition. Deliver them from the hands of transgressors, from enslavement to any vice or malady. Unshackle those held captive by alcohol, drugs, gambling, rage, carnality, or despair, and dispel every other passion which hides or makes its lair in their hearts. Reveal Thyself as the God of true consolation, that they will not make recourse to any idol which compels them to do wrong. Eradicate violent thoughts before they can fester and grow into actions. Make our schools safe places to nurture our children; let not the innocence of youth be robbed by violent acts or fear. Unharden the hearts of perpetrators, so as to unburden themselves to those who would help them. May they emulate Thee in virtue as well as deeds, that we in their tranquility may lead calm and peaceful lives in all Godliness and sanctity. AS18.67.130(c) is amended to read: (c) Compensation may not be awarded under this chapter in an amount in excess of $30,000 ¦$25,000á per victim per incident. However, in the case of the death of (1) a victim who has more than one dependent eligible for compensation, the total compensation that may be awarded as a result of that death may not exceed $50,000; the [$40,000. The index for January of 1996 is the reference base index. The dollar amounts increase on October1 of each even-numbered year if the percentage of change, calculated to the nearest whole percentage point, between the index for January of that year and the most recent index used to change the exemption amount, is one percent or more. If the index is revised, the percentage of increase is calculated on the basis of the revised index. The agency holding the records shall release the records relating to the improper use of public funds to the auditing agency unless disclosure is prohibited under this section or other law that protects the records on a basis other than that the records are personnel records. (b) A state agency holding confidential personnel records that are the subject of a request for public release under (a) of this section shall notify the employee who is the subject of the record of the request for public release of information relating to the improper use of public funds and of the procedures that the employee may use to protest the public release of the records. The employee may, within 10 days after receiving notice of the request to release the record, file with the division of finance, Department of Administration, a written objection to the public release. The division of finance shall hold an informal confidential hearing and review the record to determine if the findings and conclusions relating to the improper use of public funds are based on substantial evidence and if the decision in the matter is reasonable. If the division of finance finds that the record is not based on substantial evidence or that the decision is unreasonable, it shall prohibit the public release of the record. (c) Notwithstanding AS39.25.110, this section applies to personnel records of employees in the classified, partially exempt, and exempt services. (d) In this section, "division of finance" means that unit of the Department of Administration that is responsible for the financial records of the state."
